Earthquakes and floods: How safe is the Lucky Beck Dam?

 


After two dams in Michigan fail this week, viewers ask about the safety of the Louise Peak Dam peak.

BOISE, Idaho – Idaho is no stranger to damage – and sometimes fatal – disasters.

On the morning of June 5, 1976, the Teton Dam in eastern Idaho failed, releasing 1 million cubic feet of water per second in the Sugar City and Rexburg cities.

Eleven people were killed in the floods, and caused millions of dollars in damage to homes, property, farmland and livestock.

This dam has never been rebuilt, but there are over thirty dams and reservoirs across Jim’s state.

So, given what we saw this week in Michigan – where two dams failed – and the record rain that we saw on Wednesday, we had several viewers communicating to ask about the safety of the Lucky Peak Dam southeast of Boise:

“After seeing the dams in Michigan fail, I wonder if there is a system or warning plan in place, and what will the impact be if the Lucky Beck dam is broken?” One of the viewers asked.

“After the dams in Michigan exploded, and since the earthquake near Stanley, how resistant has Lucky Peak Dam been?” Another asked.

These are understandable concerns, given the last rash we have seen – a 6.5-magnitude earthquake on March 31, and hundreds of aftershocks that followed the past two months, including a pair that rocked the Cascade region Thursday morning.

To find answers to these questions, we turned to the Army Corps of Engineers, Ada County Emergency Management, and the National Weather Service.

The Army Corps of Engineers told us in November that they had completed their five-year examination of the 65-year-old Dam and that they were now conducting a risk assessment, looking at everything from the institution to the original documents.

All of this was due to the 1950s construction, officials said.

“Lucky Beck looks really good,” said Alex Hammond, dam safety expert for the Corps of Engineers. “They followed the specifications well and they had a very good attention to detail while they were building, which is really good for that era. So the dam was built very well, its performance is very good and we expect it to continue to perform well.”

In the event of something really catastrophic to Lucky Peak, the National Weather Service will – within minutes – issue an urgent flash flood warning that is pushed to TVs, radios, and cell phones by the emergency warning system.

“It is possible that this will happen in less than 10 minutes,” said Jay Braidenbach, warning coordinator at the National Weather Service in Boise. “We practice this in less than five minutes. Part of receiving and verifying the message and talking to the Army Corps of Engineers and then following those procedures that we do at least once a year in these exercises.”

So what is the worst scenario?

Braidenbach said: “You know that most of the dams are somewhat similar to what we’ve seen in Michigan, and the outlet can’t handle it.” “Lucky Peak has a huge port so there is no way this dam will be crossed.”

Dam control coordinated effort. The National Weather Service tracks precipitation and the U.S. Geological Survey tracks the water content of a mountain snow bag, which tells the Army Corps of Engineers what space they need in the tanks when everything flows during the spring.

Maintaining this balance is what prevents the dam from failing. The Army Corps searched the dam after the March 31 earthquake and everything was fine. They had a crew even after earthquakes on Thursday morning.
