During the crisis in Ukraine, health must remain a priority pillar of the humanitarian response, leaving health systems and facilities protected, functional, safe and accessible to all those in need of basic medical services, and protected by health workers so that they can continue to save lives.

This must include a safe and secure supply of basic medical supplies, including life-saving medical oxygen supplies, which are crucial for patients with a range of conditions, including those with COVID-19 (now 1,700 in hospital) and those with other critical illnesses (from newborns to the elderly) arising from complications of pregnancy, childbirth, chronic conditions, sepsis, and injuries and trauma.

The situation with the oxygen supply in Ukraine is approaching a very dangerous point. Trucks cannot transport oxygen supplies from the plant to hospitals across the country, including the capital Kiev. Most hospitals could deplete their oxygen supplies in the next 24 hours. Some have already been spent. This puts thousands of lives in danger.

Furthermore, manufacturers of medical oxygen generators in several areas are also facing a shortage of zeolite, a key, mostly imported chemical product needed to produce safe medical oxygen. Secure deliveries of zeolites outside Ukraine to these plants are also needed.

Increasing risk to patients, critical hospital services are also threatened by power and electricity shortages, and ambulances transporting patients are at risk of being caught in crossfire.

In recent years, with the support of the WHO, Ukraine has made significant progress in strengthening its health systems as part of an ambitious health reform program. This included a rapid increase in oxygen therapy capacity for critically ill patients during the COVID-19 pandemic. Of the more than 600 health facilities nationwide estimated by the WHO during the pandemic, nearly half were directly supported by supplies, technical knowledge and infrastructure investments, enabling health authorities to save tens of thousands of lives.

This progress is now in danger of being derailed during the current crisis.

The WHO is helping health authorities identify the country’s current needs to increase oxygen supply, assuming an increase of 20% to 25% from previous needs before the crisis escalated last week.

Despite the challenges posed by the current situation, the WHO is working to ensure the supply of oxygen-related medical devices and trauma treatment supplies.

To achieve this, the WHO is actively seeking solutions to increase supplies that are likely to include imports of oxygen (liquids and bottles) from regional networks. These supplies should be in safe transit, including a logistics corridor through Poland. It is important to ensure that medical supplies – including oxygen – reach those who need them.
