New report reduces earthquake risk to mental health West Coast

The safety rating has been significantly modified in the West Coast Mental Health Building which was previously considered a high seismic hazard.

Last June, the Gray County Council issued an earthquake-prone building notice for a two-story, acute community building and a mental health building at Graybeas Hospital.

The notice gave the West Coast District Health Council (WCDHB) until June to make improvements to ensure that the building is no longer considered earthquake prone.

Instead, the Health Council commissioned a new detailed seismic assessment that gave the building a new standardized classification of the building greatly improved.

A 2012 preliminary report from Opus gave the NBS building 15 percent to an important level 2 building (i.e. anything less than 34 percent rated seismic).

While it does not pose a risk of collapse, consultants said they expected the building to cause major damage to a design-level earthquake.

A new report for the Acute and Community Mental Health Building at Gray Base Hospital gave NBS Hospital 55%, which means it is no longer considered susceptible to earthquakes.

The new report by WSP, which got Opus, found that the building has 55 percent NBS for a building of Significance 3, which makes it average risk.

David Metis, the council’s CEO, said the Health Board had mandated the new report to better understand what was needed if remedial actions were taken.

Based on his findings, he said that there is no need for remedial action.

The Health Council refused to specify the amount spent in preparing the report.

After looking at both reports, Oakland University Assistant Professor of Civil Engineering Dr. Charles Clifton said, in his view, the new report was a “more realistic” evaluation.

He said that the consultants used modern methods.

Mental health services were excluded from the feasibility study for the new T Nukau Gray Hospital and Health Center.

Commenting before seeing the new report, Clifton said he was aware of similar jobs with varying assessments, and said doing a third job “would usually help clarify the situation.”

He said that this was a limitation of the system which allowed the customer to use a more optimistic evaluation from NBS as the evaluation provided to the organizers.

Both reports stated that the brick veneer was in some places deviating from the concrete walls.

Clifton said that this requires urgent attention. He said that if the bricks fade away due to the erosion of ties, then they pose a major safety risk to those close to the building in a severe earthquake.

Other health services at Gray Base Hospital will be transferred to the new Te NÄ«kau Gray Hospital and Health Center, which is due to open soon.

Previous mental health services have been excluded from the new building for cost reasons.

Mets said the main problem with the mental health building is that he was isolated from the new hospital and was not appropriate for the purpose.

The WCDHB Council approved the final working status draft of a new acute and community mental health building at its June meeting, and the feasibility study has been submitted to the Capital Investment Committee for evaluation.

Tony Kokshorn, a board member, said the board was “relieved” by the 55 percent NBS rating in the new seismic report.

He said: “This saves us some remedial work during this while the new mental health facility is being built.”
