Waipukurau library fails to seismic standards despite strength

A new report found that the Waipukurau Library fails to meet earthquake standards, despite significant reinforcement work carried out five years ago.

The Centennial Waipukurau Memorial Library, in central Hook Bay, was closed in May after structural weaknesses were found.

Monique Davidson, chief executive of the Central Hook Bay Central District Council, said further investigations have since found that the building meets less than 20 percent of the new building standard.

She said major structural reinforcement and renovation of the nearby library and memorial hall were completed in 2016.

“We understand that this is yet another blow to the luxury of Central Hawk’s Bay community with the Waipukurau Library, and now the Waipukurau Memorial Hall, which has been confirmed to be vulnerable to earthquakes.

“Like our society, we have a number of questions and concerns about the situation in which we find ourselves, after significant investments in both buildings over the past five years in order to strengthen and renew earthquakes.”

She said she could not comment on specifics in the new report based on legal advice.

“We know that our society expects answers, and we will continue to be as transparent and open as possible with our information, without compromising any future operations.”

The library will remain closed, but the hall will remain open despite being vulnerable to earthquakes.

“We fully acknowledge that this situation is unacceptable,” Davidson said. “We are focusing on work to minimize the impact of the ongoing closure of the Wipocoraw Library and with users of the Wipocoraw Memorial Hall.”
