Can Zapier automate uploading videos from Google Drive to YouTube with reference file title and description?

Hello, I was wondering if Zapier can do this particular function that I have been trying for days.

First, I'd like to access a specific folder on Google Drive, grab all the files in it (specifically .mp4 files), read a .txt file or Google Spreadsheet as a reference, use the data from the .txt file or Google Spreadsheet to write the title and description of each video in the folder referenced in the .txt file or Google Spreadsheet, and then automatically upload the videos to YouTube.

Real world example: In a Google Drive folder, you have multiple videos (ex: 1.mp4, 2.mp4, 3.mp4). In the reference file, as a .txt file, it looks like this:

1.mp4

2.mp4

3.mp4

In the spreadsheet, each row will reference a different video, the first column will be the filename, the second column will be the video title, and the third column will be the video description.

For a spreadsheet it would look like this:

1.mp4

So with this file, the action will get the file with the same name from the folder, upload it to YouTube, set the title and description according to the reference, and post it automatically. Note that this will be done for every video that is in the folder. The trigger could be a new file (not sure) or it could be a manual trigger. If you have 40 videos in the folder, the action will need to do this 40 times, once for each video.
