Nansemond Indian Nation Expands Health Network in Hampton Roads, Starting with Portsmouth Clinic
PORTSMOUTH — For the past few years, Gloucester resident Linda Mixon has spent six months at a time in her native Arizona just to qualify for health care.
Mixon, a member of the Tohono O'odham Nation, has lived in Hampton Roads for nearly 50 years. But when her husband retired, she was not old enough to receive Medicare, and she developed a severe case of vasculitis, an inflammation of the blood vessels. Finding and paying for treatment was so difficult that she chose to stay with her family and resume her residency in Arizona.
Last fall, while attending the Nansemond Indian Nation powwow, she heard about their new initiative, Fishing Point Healthcare, a network dedicated to providing state-of-the-art care to members of all Native American tribes as well as all Medicaid recipients in Virginia. The clinic is also open to people without insurance who meet Medicaid criteria.
“I’m just happy that they’re here — not just for me, but for everyone,” Mixon said Saturday during a community day to celebrate the completion of Fishing Point’s flagship clinic at 2929 London Blvd. in Portsmouth.
Behind her, dozens of people were enjoying the neighborhood party atmosphere by dancing in front of a DJ booth, lining up at several food trucks or watching their children on a bouncy castle.
The facility, including its in-house pharmacy, opened in February, but on a limited basis. Recently, providers have been treating about 20 patients a day, said David “Black Feather” Darling, chairman of Fishing Point’s board of directors. Today, the rest of the facility has been completely renovated to offer dental care, physical therapy, radiology and a lab.
A similar clinic is under construction in Newport News and a third is planned for Norfolk.
“We have a strong tradition of being true stewards of the land,” Darling said. “It’s not just about the ecosystem. It’s also about the people who inhabit it.”
The Nansemond Nation finally gained federal recognition in 2018, more than 30 years after it was recognized in Virginia and after nearly a century of erasure. That recognition ultimately made it easier for the tribe to handle Medicaid patients than most other providers, who are in many ways discouraged from accepting them, Darling said.
The federal government provides some basic guarantees to Indigenous nations, Darling said, but under the Indian Self-Determination and Education Assistance Act passed in 1975, those nations have the sovereign right to take responsibility for those services themselves and become federal contractors.
“We get a different rate than a private provider would get as an extension of the federal government,” Darling said.
Fishing Point Healthcare started in 2023 with a home care service, which generated enough capital to move forward with the clinics, Darling said. He declined to provide further details on costs because Fishing Point is a private company.
According to Darling, providing health care only to Nansemond residents would have been prohibitively expensive due to their small numbers. Opening care to Medicaid recipients generates revenue, giving the Nansemond Nation a path to financial security.
Providing preventive and follow-up care to people who often have little or no other means should help ease pressure on local emergency departments and reduce public costs, Darling said.
Visitors to Saturday's event, from some of the clinic's first patients to its employees and neighbors in the community, overwhelmingly agreed.
“We really need it,” said Mary Sherrod, a nurse at Sentara Health. “I see so many people who need help.”
