China unveils its “Powerhouse” plan for 2035

China unveils its “Powerhouse” plan for 2035

Chinese President Xi Jinping has called for the country to become a cultural superpower by 2035, even as an exiled political cartoonist says his view of arts and culture is that they are just “propaganda tools” .

That year had already been set by Xi as the time when China should have achieved high levels of economic, technological and military modernization. This is an important milestone for the Communist Party of China (CPC), halfway between the 100th anniversary of its founding (2021) and the country's centenary (2049), when Xi hopes China will complete its ” national rejuvenation” and will become a fully realized global superpower.

In a meeting Monday with the Politburo, the CCP's top decision-making body, Xi outlined his vision for turning the country into a “cultural powerhouse,” with Marxism as its fundamental guiding principle, state media Xinhua wrote.

“We have placed cultural progress at the forefront in the governance of the country since the 18th CPC. [CCP] National Congress,” the 71-year-old leader said, referring to the November 2012 annual session in which he was chosen to lead the party.

Xi stressed the importance of party leadership and socialist values and called for a greater government role in cultural spaces using the democratization of information technology in the arts and academia.

Recognizing the need to expand the country's cultural footprint and international appeal, he also promised more people-to-people exchanges with other countries and a better understanding of other cultures.

While Xi appears to advocate more freedom and openness in the creative industries, the Chinese government strictly controls forms of expression on any politically sensitive topic or anything considered derogatory toward the CCP. These restrictions have reportedly increased since Xi came to power.

News week contacted the Chinese Foreign Ministry with a written request for comment.

Emerging stand-up comedy in China is no exception. Last year, comedian Li Haoshi found himself in a sticky situation after writing a People's Liberation Army slogan about his dogs chasing a squirrel.

Netizens on Chinese social media platform Weibo accused him of disrespecting the armed forces. The comic company terminated its contract with him after being heavily fined by the Beijing Municipal Culture and Tourism Bureau, and Li was arrested.

The threat of persecution has forced some to rebuild their lives abroad. Among them is an Australian-based Chinese political cartoonist and dissident who goes by the name Badiucao.

Badiucao said the evolution of the arts in China since Xi came to power can be summed up in two words: “propaganda and censorship.”

“Under Xi Jinping, art is never considered an expression of free thought. The CCP views art and culture as propaganda tools, using them to assert its control and manipulate public perception,” he said. News week.

He cited the imprisonment of Nobel laureate Liu Xiaobo and the banning of the works of exiled writer Murong Xuecun as examples of how the CCP treats those who cross it.

Beijing uses other means to extend its censorship to other countries.

Badiucai said some Australian art institutions had refused to exhibit his works for fear of political reprisals from China or loss of access to the country's huge market.

“In Europe, the Chinese government has tried to close exhibitions by pressuring venues, calling, sending emails or even showing up in person to demand the cancellation of exhibitions,” he added.
