President Joe Biden sets new US climate goal just weeks before Donald Trump takes office | Scientific, climate and technological news

 


President Joe Biden set new climate goals for the United States before climate skeptic Donald Trump takes office in January.

Today, the outgoing president unveiled a new goal to reduce U.S. greenhouse gas emissions by 61% from 2005 levels by 2035.

The 10-year plan is expected to generate “more good-paying jobs, more affordable energy, cleaner air, cleaner water, and healthier environments for all,” President Biden said.

“I am proud that my administration is implementing the boldest climate agenda in American history,” he added, citing his Inflation Reduction Act that injected hundreds of billions of dollars into green industries.

In fact, Donald Trump is expected to roll back many green policies intended to combat climate change when he takes office on January 20.

But virtually every country in the world is required by the Paris climate accord (Mr. Trump withdrew the United States from the accord during his first term) to publish a new 2035 climate target by February of next year, as well as a plan to achieve it, known as as NDC (nationally determined contribution).

Most countries – apart from a handful, including the UK – have not yet published their NDCs.

The Biden administration was keen to pass the US plan before Mr Trump took office.

President-elect Trump questions well-established climate science and has previously called climate change a “hoax,” although he has been less vocal about it this year.

He is expected to ignore climate goals and once again withdraw the United States from the historic Paris Treaty, which President Biden assured the United States would rejoin at the start of his term.

New target designed as a “North Star”

The new goal is not legally binding, but President Biden's team said it would guide states, businesses and organizations pursuing climate action during Mr. Trump's second term.

US climate envoy John Podesta said: “US climate leadership is determined by more than who sits in the Oval Office.”

He highlighted the fact that during the last Trump presidency, governments, businesses and investors formed the America Is Still In coalition to pursue climate action. Today, the group has 5,000 members.

New York Democratic Gov. Kathy Hochul said the new goal would “serve as a North Star, guiding us in the years ahead and keeping America on track toward a cleaner, safer future.”

However, Gautam Jain, of Columbia University's Center for Global Energy Policy, said that without new incentives he was “unsure how much change in focus would occur” among businesses and investors .

Especially since even the current incentives provided by the Biden administration's Inflation Reduction Act have not been enough to put the United States on track to meet its interim goal for 2030, he said , when action at the state level could have continued regardless.

But even though there “might not be any immediate impact,” the goal would “lay the groundwork” for the next president in 2029 to quickly resume climate action, he added.

What was Donald Trump's reaction?

Karoline Leavitt, a spokeswoman for Donald Trump who will become the youngest White House press secretary when he takes office, declined to comment on the target.

But she said that during his previous term from 2016 to 2020, he produced “affordable, reliable energy for consumers as well as stable, well-paying jobs for small businesses – while bringing down carbon emissions from United States at its lowest level in 25 years.

Although emissions did decline during Mr. Trump's first term, the pace of the decline has slowed and some of that decline has been attributed to a recession.

In his second term, Mr. Trump will “once again deliver clean air and water to American families while making America rich again,” Ms. Leavitt added.

US climate action has global consequences

President Biden's new plan covers all greenhouse gases from the entire U.S. economy and puts the country on track to reach net zero emissions by 2050, the White House said.

The path the United States charts on climate action will have global ramifications. It is the largest historical transmitter and the second largest current transmitter.

Debbie Weyl, acting US director of the World Resources Institute, said: “The 2035 emissions reduction target is at the lower end of what science requires, and yet it is close to the upper limit of what is realistic if almost all available policy levers have been pulled.

At the COP29 climate summit, British Prime Minister Keir Starmer unveiled the UK's new climate target to reduce emissions by 81% by 2035.
