FIR accuses PTI leaders of marching on capital to 'force Imran's release' – Pakistan
ISLAMABAD: The PTI leadership attacked Islamabad to force the release of its party chairman Imran Khan during the Belarusian president's visit last month, according to a police complaint that surfaced on Thursday.
An FIR registered at Kohsar police station regarding the November PTI protest in the federal capital over the past month included changes of terrorism and public disorder.
The FIR included sections 7 (acts of terrorism) and 21 (protection of judges and legal proceedings) of the Anti-Terrorism Act 1997; sections 395 (dacoity), 324 (attempt to murder), 35 (criminal intent), 440 (mischief), 353 (assault on a public servant), 186 (obstruction of the exercise of his functions by a public servant), 436 (mischief by fire or explosive), 341 (punishment for unjustified restraint), 114 (encouragement), 201 (tampering with evidence), 151 (unlawful assembly), 152 (Assault on public servant during riots), 153 (provocation), 153-A (Promotion of enmity), 155 (liability for riots), 427 (damage exceeding Rs50), 290 (public nuisance), 291 (nuisance), 148 (riots), 149 (unlawful assembly), 188 (disobedience) and 506II (criminal intimidation) of the Pakistan Penal Code; and section 8 of the Peaceful Assembly and Public Order Act, 2024,
The complaint lodged at Kohsar police station covers charges of terrorism and assault
According to the FIR, the Belarusian president was scheduled to visit Islamabad with his official delegation on November 24 to sign trade and other agreements. For this visit, a high security alert has been put in place in the federal capital.
Despite being aware of the foreign presidents' visit, PTI leaders called for an attack on Islamabad to secure the illegal release of Mr. Khan by force.
Accordingly, the Islamabad district administration implemented Section 144 of the CrPC on November 18, 2024, in order to avoid any untoward incident.
Besides, the city's business organizations have also filed a petition in the Islamabad High Court to maintain law and order.
The court ordered that no gathering or demonstration should be allowed in Islamabad without fulfilling legal requirements and ensuring protection of citizens.
Keeping in view the court order and the situation, a police contingent was deployed at China Chowk on November 26 in response to the last call made on November 24 by the founder, Mr. Khan, with malicious intentions.
In response to this call, separate caravans from different parts of the country, under the central and provincial leadership of the PTI, forcibly entered Islamabad with an appropriate plan and in violation of the law with the aim of freeing the founder and the convicts and accused of the violence of May 9.
The protesters also wanted to create anarchy and unrest during the delegation's planned visit, the FIR said.
PTI leaders named in the FIR included Mr Khan's wife Bushra Bibi, KP Chief Minister Ali Amin Gandapur, Shibli Faraz, Omer Ayub Khan, Mohammad Atif, Tanveer Aslam Raja, Abdullah Wains, Zartaj Gul Wazir , Riaz Khan, Pir Noorul Haq Qadri, Pir Musawer, Faisal Javaid, Shahram Tarkai, Haleem Adil Adil Shakih, Malik Muzaffar, Khurram Sherzaman, Rehan Rajput, Arif Alvi, Umair Niazi, Abdul Latif, Sher Afzal Murwat, Ali Nasir, Shoaib Shaheen, Asad Qasir, Zulfi Bukhari, Salman Akram Raja, Murad Saeed, Rauf Hassan, Shahryar Afridi and Sheikh Waqas Akram.
Under the instructions of her husband, Ms. Bushra, in a video message, urged government and semi-government officials to join the protest.
The district administration, police and other law enforcement agencies have asked PTI leaders to stay in Sangjani and other safe areas.
However, they tried to reach D-Chowk and wanted to stay there until the PTI president was released. In this regard, an oath was taken from all the officers and workers, the FIR claimed.
By 2 p.m., around 15,000 to 18,000 protesters, including Afghans, miscreants and habitual criminals, reached China Chowk after breaking the security cordon.
All the protesters were armed with batons, axes, knives, iron bars, different types of firearms, tear gas and slingshots, the FIR said.
Ms. Bushra and CM Gandapur ordered the protesters to attack the law enforcers and reached D-Chowk.
Efforts were made to intercept them; however, the trained protesters began shooting and firing tear gas from all four sides.
Some demonstrators were injured by the shots of their companions. Additionally, four police officers were also injured, while other personnel hid behind containers or lay on the road.
Around 3 p.m., protesters marched towards Parliament from China Chowk, while throwing stones and tear gas.
They also damaged state property, including security cameras and metro service facilities, the FIR claimed.
Due to low police strength compared to the protesters, no arrests were made during the protest, the FIR claimed.
