U.S. Support for the Report of the United Nations Panel of Experts on Eastern Democratic Republic of the Congo

The United States is deeply concerned by the findings of the December 2024 UN Panel of Experts midterm report on eastern Democratic Republic of the Congo (DRC). The report aligns with US findings and accurately identifies the sources of conflict in eastern DRC.

The United States condemns the illegal presence of several thousand Rwandan troops in the DRC, as well as Rwanda's support and leadership of the U.N.- and U.S.-sanctioned M23 militia, and Rwanda's use of surface-to-air missile systems, GPS-guided mortars, and anti-tank missiles. Rwanda and M23 must immediately cease their GPS jamming and spoofing activities, which continue to block MONUSCO air operations and UN humanitarian flights in North Kivu. These actions endanger United Nations and humanitarian personnel while blocking necessary relief to civilians suffering from the resulting violence.

The United States also condemns what the report documents, namely that the armed forces of the DRC continue their systematic cooperation with the armed group Democratic Forces for the Liberation of Rwanda (FDLR), sanctioned by the United States and the UN. We strongly urge the Congolese authorities to ensure that this cooperation ceases immediately, and we welcome the commitment of the Government of the DRC to work with MONUSCO to execute the plan to neutralize the FDLR in full respect of international humanitarian law and human rights. Furthermore, there is no path to peace without dialogue between the government of the DRC and armed groups, including the M23.
