Trump executive order suspends US foreign aid for 90 days
WASHINGTON (AP) President Donald Trump has signed an executive order temporarily suspending all U.S. foreign aid programs for 90 days pending reviews of whether they are consistent with his policy goals.
It was not immediately clear how much aid would initially be allocated by Monday's order, because funding for many programs has already been approved by Congress and must be spent, if not already spent.
The order, among several orders signed by Trump on his first day back in office, states that the foreign aid industry and bureaucracy are not aligned with American interests and, in many cases, antithetical to American values and serve to destabilize world peace by promoting ideas in foreign countries that are directly inverse of harmonious and stable relations within and between countries.

Therefore, Trump declared that no further United States foreign aid would be disbursed in a manner that is not fully aligned with the foreign policy of the President of the United States.
Secretary of State Marco Rubio told members of the Senate Foreign Relations Committee during his confirmation hearing last week that every dollar we spend, every program we fund, and every policy we pursue must be justified by answer to three simple questions:
Does this make America safer? Does this make America stronger? Does this make America more prosperous? he said.

The order signed by Trump leaves it up to Rubio or his designee to make such decisions, in consultation with the Office of Management and Budget. The Department of State and the U.S. Agency for International Development are the primary agencies that oversee foreign aid.
Trump has long railed against foreign aid, even though that aid typically amounts to about 1 percent of the federal budget except in unusual circumstances such as the billions in weapons supplied to Ukraine. Trump criticized the amount shipped to Ukraine to help bolster its defenses against the Russian invasion.
The last official tally of foreign aid in the Biden administration was from mid-December and fiscal year 2023. It showed $68 billion had been obligated for overseas programs ranging from disaster relief disaster response to health and pro-democracy initiatives in 204 countries and regions.

Some of the largest recipients of US aid, Israel ($3.3 billion per year), Egypt ($1.5 billion per year) and Jordan ($1.7 billion per year), are unlikely to see drastic reductions, as these amounts are included in long-term programs that date back several decades and are in some cases governed by conventional obligations.
Funding for UN agencies, including peacekeeping, human rights and refugee agencies, has traditionally been the target of cuts or reductions by Republican administrations. The first Trump administration moved to cut foreign aid spending, suspending payments to various United Nations agencies, including the United Nations Population Fund, and funding to the Palestinian Authority.
