UK approves Europe's largest AI data center

Plans for Euro's largest cloud and artificial intelligence (AI) center near the M25 in Hertfordshire have been approved after the UK launched its so-called action plan.

The state-of-the-art facility will be built near the Elstree substation, 30 minutes from central London, and will span up to 2 million square feet and cost £37.5 billion to build.

Once complete, it will be one of the largest data centers in Europe and could serve major tech giants such as Google, Amazon or Microsoft.

The approval was granted by Hertsmere Borough Council on Thursday evening, a week after the government launched its AI Opportunities Action Plan.

The newly approved centers will play a key role in meeting the growing demand for cloud capacity and AI technologies and are consistent with Starmers plans for a robust AI infrastructure in the UK.

Despite being located within the Green Belt, the site, which is currently agricultural land, was deemed suitable for development due to its limited contribution to Green Belt purposes.

From green belt to gray belt?

According to Harrow Online, officers recommended the project be reclassified as a gray belt.

Once operational, the data center is expected to generate significant economic benefits, including 21.4m in annual business fees and 11 billion in gross value added annually.

It is also said to have created 500 construction jobs, 200 permanent field roles and more than 13,000 indirect positions based in the South East.

The council announced there would be further benefits to local infrastructure, including two meters of improvements to bus routes, an expanded cycle scheme and better road crossings and footpaths.

The project is also committed to achieving a net biodiversity gain of 10% to maintain 54% of the 85 acres as green space.

It includes power reservations from the National Grid and is located close to key fiber routes and regional availability zones.

A spokesperson for the project said: This approval is a huge step forward for both Hertsmere and the UKS Digital Economy. Data centers will deliver significant benefits, including skilled jobs, Economix Growth, and Enhanced Transport Links.

The project was widely discussed last September when the government reclassified data centers as critical national infrastructure.

Telecoms Secretary Sir Chris Bryant added that he praised the approval. Data centers are the backbone of digital infrastructure. The project is fully aligned with the government's AI Opportunities Action Plan, supporting economic growth and skilled job creation across Southeast Asia.

Councilor Jeremy Newmark, chairman of the borough council, also welcomed the project for a moment.

He said: This development strengthens Hertsmeres’ reputation as a leading location for business and technology. The economic and technological benefits will serve the community for generations and complement a thriving local film and television industry.
