After the earthquake, Cebu faces a typhoon “more severe” than Typhoon Odette
CEBU, Philippines – Joel Battalita, 50, was still in disbelief about the amount of flood waters that destroyed his village during the night of last Tuesday, November 4.
His home, Barangay Cabadiangan, is located on the border between the cities of Liloan and Compostela in northern Cebu, two of the hardest-hit municipalities in Cebu that recorded the highest number of casualties due to the effects of Typhoon Tino.
Based on data from the Cebu Provincial Disaster Risk Reduction and Management Office, as of November 6, the death toll in Liloan was 36 while Compostela had 28.
“We did not expect this much water to pour out of it because we are used to the cyclone.
(We didn't expect Tino to pour that much water because we were already used to hurricanes. During Hurricane Odette, we didn't have any casualties here.)
Batalita noted that in two adjacent locations near his home, there were at least six residents who died due to severe flooding. He indicated to Rappler that the victims live in areas close to the Kotkot River.
Batalita said that because of the floods, some of his neighbors had all their food supplies washed away.
“We're in complete darkness here, even the signal is no. The next night, it'll be dark here because they didn't do it.
(We're in a total power outage here, we don't even have anything [telco] signal. Then for the next few nights, it will be dark here because there is nothing left. Our light bulbs and cell phones have already been broken.)

This was the reality faced by most, if not all, isolated communities in Compostela, Liloan and other cities affected by the hurricane. What needs to be emphasized is that it has not been more than two months since a 6.9 magnitude earthquake struck Cebu on September 30.
He never fully recovered
On Tuesday, November 4, the typhoon made landfall in Bourbon Town, Cebu – only about 27 to 30 kilometers south of Bogo City, which was the epicenter of the earthquake.
Many northern cities were severely affected by the earthquake and also suffered loss of life. While parts of Bogo and neighboring towns have gradually restored electricity and communications networks in the wake of the quake, other areas heading south are still without electricity and networks.
In Consolation, Compostela, Minglanilla, Nagunlanilla, Naga City and San Fernando are still ongoing.
Cebu Governor Pamela Baricuatro told reporters on Wednesday, November 5, that search and rescue operations were still underway and that she had requested reinforcements from the national government for response teams in the province.
“Our responders are maxed out Karun (our responders are maxed out now),” she said.
The provincial government has its own post-earthquake recovery plan, and Cebu Provincial Disaster Risk Reduction and Management Office head Dennis Pastor revealed during a press conference on October 16 that this will be a “one-year plan to address specific issues such as shelter, infrastructure, schools and basic needs.”
As of this writing, PDRRMO and other concerned agencies are still assessing the extent of the damage caused by Hurricane Tino.
“Worse” than Odette
In 2021, about 105 deaths were recorded in the entire island of Cebu after Typhoon Odette (Rai) devastated parts of the Visayas and Mindanao islands.
According to the Cebu Provincial Government's tally, along with reports from various municipalities, the death toll from Typhoon Tino in the province has already exceeded 120 people, as of late Thursday evening, November 6.

Lolita Malto, a resident of Barangay Dumluj in Talisay City, told Rappler on Wednesday, November 5, that flash floods caused by Typhoon Tino, along the Mananga River, destroyed more than a hundred houses that were standing under the Piasong-Dumluj Bridge.
Out of the hundred, only nine houses survived the flood onslaught.
“Odette is still on her way because the water is still at half. Hit five in strong water,” Malto said.
(Odette was still controllable because the water was still in half. This time, the power of the water was five times that.)

In Compostela, Jaci Malacad, a resident of Barangay Cabadiangan, told Rappler that the typhoon caused flash flooding along the channels of the Kotkot and Losaran rivers, sweeping away homes and residents from Sitio Manga.
Malakkad said the impact of the flood was so severe that residents chose to leave their homes and seek shelter in other cities. Rappler visited the area and found that the main road to Sitio Manga was blocked by a mixture of sand, mud and other debris left by the landslide.

When Malakkad was asked if the residents would still be able to recover from the situation, he replied that it would be difficult to imagine due to the amount of water that covered the area and the inaccessibility of the village.
