Covid earthquake strikes social welfare

COVID-19 has hit England’s social welfare sector like an “earthquake”, according to Oxford professor of sociology and social policy, Mary Daly, revealing a sector in crisis and worrisome attitude toward the elderly and the vulnerable.
In a recent article titled “Covid CO 19 and Care Homes in England: What Happened and Why?” Professor Dali asserts that nursing home treatment during the first months of the pandemic “quickly generates a sense of scandal.” While the NHS was “at the forefront and center of the national response,” Professor Daly says, “Care homes were poorly targeted and in many respects neglected until late in the pandemic when the response was inevitable.”
In the report, Professor Daly revealed “wrong policy choices” and “many mistakes”. But she says the causes of the crisis are “more complex” and fundamental – a mixture of structural and political / sociocultural factors.
She says social care is striving to be seen as a priority, and has been exacerbated by the separation between social care and the health system, making management and supply methods difficult, especially in the event of an epidemic. There have also been “years of austerity and cutoffs of resources” which have exhausted the ability of local authorities to boost social welfare.
In her report, Professor Daly directly criticizes the long-term lack of political support for the sector, and with regard to COVID-19, the government calculates that care homes may be seen as less important than the NHS and, as a result, policy is less likely to “hurt” them than wrong. In concluding her report, Professor Daly calls for a “new paradigm for elder care. The large and diverse network of independent caregivers does not appear to be a flexible form of care delivery and is likely to become less flexible in the wake of the pandemic.
