LA County Moves to Establish Worker-led Coronavirus Compliance Council – Daily News
The Los Angeles County Supervisory Board resolved on Tuesday, November 10, to establish a worker-run public health council to stop the spread of the coronavirus in the work environment.
“This is a full-scale moment and we are proud that LA County has launched this country’s first program,” said supervisor Sheila Kühl, who created the motion.
“As the number of COVID-19 cases increases again, all employers and employees will fully implement public health protocols to ensure the safety of employees and their families, as well as the general public. It is imperative to make the utmost effort. “
The county is experiencing a surge in new cases and higher transmission rates. From food processing factories to apparel companies, many serious virus outbreaks occur in the workplace.
The idea of a workplace monitor first emerged in July by Kuehl and supervisor Mark Ridley-Thomas. Since then, county officials have met with companies and groups of workers, and CEO Deputy CEO Fesia Davenport is trying to identify funding for the program.
County healthcare professionals work with accredited workers’ organizations to form councils, support employees who want to train on protocols, and help monitor compliance. Participation is voluntary.
The board also instructed county attorneys to draft a retaliation prevention ordinance to protect employees who may identify potential violations.
“Every worker has the right to feel safe in the workplace and raise concerns without fear of losing his job,” said Ridley Thomas, co-author of the motion.
“The Public Health Council and the Proposed Anti-Retaliation Ordinance provide the tools desperately needed to protect thousands of workers and control workplace infections during a pandemic.”
The county’s resources are scarce to manage outreach to communities with large outbreaks and monitor workplace compliance.
Barbara Ferrer, director of the Public Health Service, told the board on Tuesday that her agency plans to train hundreds more health workers from partner agencies to support education and outreach.
The motion acknowledged that the workplace council was another way to seek help in limiting the spread of the virus.
