Report: Virginia needs help to maintain workforce of 988

WASHINGTON A new reportVirginia's response to mental health crises was found to be open to improvement.

The report “A Better Response” from mental health advocacy organization Inseparable looked at how states can strengthen their988 Crisis Intervention Services. Virginia has a87% response ratefor 988 calls, which is just under 90% of the national standard.

Bruce Cruser, executive director of the nonprofit Mental Health Virginia, said the state has done well so far in funding, but there is still work to be done to get the state to where it needs to be.

“Ultimately, staffing has to be a priority because without adequate training and adequate support, people are likely to burn out, get frustrated and leave,” Cruser said. “Because, again, there is such a shortage of mental health professionals.”

The federal Health Resources and Services Administration has put all of Virginia in a mental health professional shortage situation. Cruser noted there is no easy solution. He believes funding can be allocated in the upcoming budget for a multi-pronged approach to strengthening Virginia’s mental health workforce and removing barriers for people who want to practice in the state. Inesperable’s report showed that a multitude of improvements to national systems can ensure that states have the best crisis response systems. Virginia has already taken a step forward by establishingsustainable financingfor 988 and crisis intervention services.

Angela Kimball, Inseparable's chief advocacy officer, said states need to have appropriate accountability measures in place.

“Having these accountability elements allows legislators to oversee the system over the long term,” Kimball said. “And put in place the structures for continuous learning and continuous improvement of the system.”

She added that data collection, annual legislative reporting and system coordination are three ways to ensure high system standards. Kimball added that system coordination between 988 and 911 is critical to reducing reliance on first responders in mental health emergencies.
