City Planning Commission rejects appeals over East Hollywood infill projects
At its July 25 meeting, the Los Angeles City Planning Commission confirmed approval of a pair of infill apartment buildings in East Hollywoodrejecting an appeal by an adjacent landowner who sought to block their construction.
Developer Yoav Atzmon's projects BRK, Inc.planned for consecutive sites at 1115, rue N. Berendo And 1114 N. Heliotrope Drivewould be near twin five-story structures consisting of 60 combined studio, one- and two-bedroom apartments with no on-site parking.
Both projects were based on Incentives for Transit-Oriented Communities to allow for a larger structure than allowed by zoning rules. In exchange, a total of eight apartments would be reserved for rental per very low income households.

Aaron Brumer & Associates designed the two buildings, which are described as contemporary low-rise structures.
Both projects were appealed by Fred Stifter of Linoleum City, Inc., an adjacent business on Santa Monica Boulevard. His appeal argues that the project violates local zoning and environmental regulations, while also arguing that the Transit Oriented Communities incentives were adopted illegally. A staff report recommended dismissing the appeal, rejecting each of his arguments.
The proposed apartment buildings join a handful of new developments under construction near the Metro's Vermont/Santa Monica station, including A mixed-use housing complex with support services is currently being completed directly above the metro station.
