Care caps “con” on the worst passes but Boris Johnson suffers the revolt of the conservatives

Boris Johnson has suffered a Tory rebellion against cruel plans that mean many of England’s poorest retirees pay more for social care.

MEPs voted for the “con” reform by 272 votes to 246 – a majority of just 26 – in a decision that will worsen the situation of the poorest homeowners in the North.

Just minutes before the vote, some Conservatives were drinking champagne with millionaire donors, who paid up to $ 15,000 for a table at the party’s winter fundraising ball in London.

Ministers have been given strict instructions from the whips to rush to Westminster in time, fearing the revolt will be worse than expected.

The split list showed 19 Tory MPs rebelled against the welfare changes and 69 other Tory MPs abstained.

The architect of the care ceiling, Sir Andrew Dilnot, said the change would leave some of the poorest retirees with “catastrophic” costs.

He told MPs that six in ten seniors requiring residential care would be less well off than expected.

Liz Kendall slammed Boris Johnson for charging poor people more for their care

The Prime Minister added details to his cap on healthcare costs that will affect those with fewer than 186,000 assets last week.

Liz Kendall, shadow minister of social affairs, said the Tories had broken promises that no one would have to sell their house to pay for care.

“Instead, they voted to tax ordinary workers, while the richest in our country are unaffected.

Once again, Boris Johnson’s failures mean workers are paying the price. Families in this country deserve better. “

A conservative “red wall” MP had suggested before the vote that up to 20 conservatives could rebel against changes to the care ceiling, dubbed an “inheritance tax in the North”.

The new changes to social protection mean that it will take longer for low-income people who receive state assistance to reach the new ceiling of 86,000 on the costs of lifelong care.

This is because only the amount they pay personally, and not the state aid they receive, will be taken into account in the ceiling.

Homeowners with high care needs but cheaper goods – such as in parts of the North – are expected to incur higher costs, while those with more expensive homes will not be affected.

Former health secretary Matt Hancock said the reforms made payment for social care more equitable.

He said the package as a whole improves the delivery of social care and makes the way it is paid more equitable, and removes some injustices that have existed in the system for far too long.

Sir Andrew Dilnot said he was disappointed with the reforms

But fellow Conservative MP Kevin Hollinrake lambasted the fairness claims, insisting the cap is “less generous.”

Hollinrake said: “Some of the measures he has proposed are more generous than those proposed previously, but there is no doubt that the way the cap works for those with smaller assets is less generous.

Former health secretary Jeremy Hunt had urged his colleagues to support the funding changes despite describing parts of the plan as a huge disappointment and stingy.

Ahead of the vote, Mr Hunt, who chairs the health committee, said: “I feel in conflict with the new Article 49 because I think what we end up in after this is much better for people with lower income than what we had before because the means test went from 23,000 to 100,000, so I think that’s a very, very significant improvement.

He added: My concern is that when it comes to social protection, all of our debate is focused on what contributions contribute and not contribute to the cap, while the fundamental problem with social protection is core funding. local authorities.

Earlier, Mr Johnson insisted his plan would help tackle a “long-standing social injustice” over the cost of care.

After speaking to business leaders, he said: “We are finally tackling a problem that has plagued this country for many, many years.

Number 10 said he would not change course on the cap plan, which will save the government $ 900 million a year, despite backlash from Tory MPs.

We will continue to listen to the opinions expressed by those who are invested in this policy, “said the Prime Minister’s spokesperson.

“But we continue to believe that this is a necessary, fair and responsible system.”

Former Tory chief whip Mark Harper said he would vote against the plan, adding: “It potentially disadvantages the less well off and those of working age with lifelong conditions.”

And ex-Conservative Pensions Minister Ros Altmann revealed that when she first heard about the ceiling changes, she thought, “Oh my God, it’s just about helping the better-off. “

“That’s how it came to me, protecting those who have a lot of wealth,” she added.

Shadow Health Secretary Jonathan Ashworth said: If you live in a house that is three feet tall, maybe in the home counties, 90% of your assets will be protected if you need social care .

“But if you live in an 80,000 terraced house in Hartlepool or Mansfield or Wigan, for example, you lose almost everything.

It is not fair. It is not leveling up. It is flight in the light of day.
