As revelations broke about another lockdown rally at No 10 last night, the mood in Downing Street was one of frustration bordering on anger with a hint of desperation.

As Boris Johnson’s allies furiously disputed details of a so-called birthday party thrown for the Prime Minister by No 10 staff during lockdown, they admitted the public was not in mode listen to the question.

Despite their best efforts, they can’t seem to get out of this mess. Even the lifting of Plan B Covid restrictions, making the UK the freest country in Europe, failed to change the mood in Westminster.

Certainly a group of 2019 MPs may see their narrow majorities disappear and believe they could save their skins by installing a new leader despite the fact that it was Boris Johnson who won them their seat just two years ago .

But pockets of discontent exist across the parliamentary party, including Brexiteers unhappy with the EU deal, Remainers who have never reconciled with the PM, sacked ministers and members of the Tory right alarmed by anti-manifesto tax hikes.

Worryingly, the Prime Minister also appears to have lost the confidence of the 1922 Committee, the so-called men in gray suits whose role has traditionally been to tell Tory leaders when their time is up.

Members of the committees’ executive, including chairman Sir Graham Brady, gathered for a shoot last week during which the future of PMs was discussed.

The result was a proposal to change the leadership rules to allow for two challenges per year, an idea that is expected to be approved by the expanded committee tomorrow.

Downing Street has belatedly realized the magnitude of the threat.

Transport Secretary Grant Shapps has been recruited to take over the Tory MPs’ opinion spreadsheet that formed the basis of Mr Johnson’s successful leadership bid in 2019.

A core team of loyalists has been put in place to help the Prime Minister and senior ministers such as Nadine Dorries cajole and, perish the idea, pressure wavering MPs back into line .

An old man says it’s time to pull out the gongs and use the prime minister’s immense patronage powers to help build support.

He is also asked to spell out more clearly the dangers of a destabilizing leadership challenge at this stage.

Under Tory leadership rules, an incumbent leader must win a simple majority in a secret ballot of Tory MPs.

Even the most optimistic rebels admit they may not be able to persuade 180 of their colleagues to reject a leader who led them to a landslide victory just two years ago.

If he can survive the contest, preferably with the number of votes against him down to double digits, then he has a chance to fight with a new team.

If he can then contain the damage in the local elections in Mays, he will have the chance to put Partygate in the rearview mirror.

But he must face the political struggle of his life to get there.
