Indonesian court orders President Joko Widodo to apologize for Internet restrictions in Papua, Asia News

JAKARTA – An Indonesian court on Wednesday (June 3rd) ordered President Joko Widodo to issue an official apology after ruling that his government’s decision to restrict Internet speeds to contain civil unrest in the Papua region last year was illegal.

Protests broke out in a number of cities last August after Papuan students from the town of Surabaya on the island of Java were allegedly insulted by racist insults.

As unrest broke out in the provinces of Papua and West Papua, the government said it had limited internet access to “prevent hoaxes from spreading” as it could trigger more violence.

In its decision on Wednesday, the Jakarta Administrative Court ordered the central government, including Mr. Joko, to issue an official apology for “slowing and / or cutting internet access” to the Indonesian people and the media.

The court ordered the government to publish the apology in three national newspapers and to broadcast it on six television channels within a month of the decision.

The lawsuit was launched by the Indonesian Alliance of Independent Journalists (AJI) and the advocacy group of the Southeast Asian Freedom of Expression Network (SAFEnet).

He argued that limiting the Internet, particularly in times of civil unrest, was a violation of human rights and an attack on the freedom of the media.

“There is no guarantee that the government will not start again, but morally, it has been proven that what they did was not right,” plaintiffs’ lawyer Ade Wahyudin told Reuters, noting that the government had 14 days to decide whether to appeal.

A presidential spokesperson was not immediately available to comment.

In an interview with Reuters last year, Communications Minister Johnny G. Plate defended the decision.

“When there is civil disobedience, it is not repressive,” he said. “It brings the situation back to normal.”

Reports in Papua, where some have long argued for the independence of Indonesia, have often been limited to foreign media.
