“It’s so disrespectful of the rights of the people inside, to use metal barriers to lock them in like pets,” one Weibo user said.

Another video showed residents shouting from balconies at workers as they put up fencing. The workers gave in and took it away. Other videos showed people trying to knock down fences.

“Isn’t that a fire hazard?” commented another Weibo user.
