The former prime minister took the messages directly to the inquiry’s chair, Baroness Hallett – after the government announced it would take legal action to try to stop her seeing them. Ministers insist there is no reason for her to look at what they describe as unambiguously irrelevant documents.

Then Johnson completely bypassed the government – telling Hallett in a June 2 letter that he was glad she saw all the material he had.

He wrote: The government decided yesterday to take legal action. It was not my decision to do so. While I understand the government’s position, I am not prepared to let my material become a test for others when I am perfectly happy for the investigation to see it.

Johnson also confirmed that he had asked the Cabinet Office to give Hallett his notebooks – and if he chose not to, he would ask for them again so he could transfer them to the inquiry.

What did we learn from the survey today?

The most senior lawyer in the investigation – Hugo Keith KC – told a preliminary hearing this morning (June 6) that the process of analyzing Johnson’s WhatsApp and comparing it to the edited versions already provided by the Cabinet Office would start this week.

The government’s legal challenge to Halletts’ order to see all WhatsApps and notebooks will be heard in the High Court on or shortly after June 30.

Hallett – who was to comment on the challenge – said she couldn’t because litigation was ongoing.

The inquiry asked the government what it planned to do with Johnson’s old mobile phone, which was turned off in 2021 when it emerged the number was available for free online. Until the phone is turned on properly and safely, none of its messages from before May 2021 can be accessed.

Other requests for written evidence have been sent to a large number of current and former ministers, including Rishi Sunak, Michael Gove, Dominic Raab and Matt Hancock.

The investigation also raised concerns about the access he had to hardware from the Foreign Office and Google Spaces – which have been used by the government during the pandemic for conversations and to share files.

The Metropolitan and Thames Valley Police Force said they were both investigating allegations dating back to 2020 and 2021 – when strict rules were in place about how many people could congregate indoors.

Johnson described the claims as bizarre and unacceptable – while his allies suggested he was the victim of a seam.
