Will Jokowi-Megawati meet during the Pancasila Day commemoration in Rokan bloc?

After the discovery of the Duri oil field in August 1941, marking the first discovery of oil in Riau, and after other oil fields were subsequently discovered, production began. The first export began in 1952.

The period from the 1970s to the 1990s was the heyday of the Rokan block, with production reaching 1 million barrels of oil per day or more. However, this total production decreased in subsequent years.

When the contract of PT Chevron Pacific Indonesia (USA) expires in 2021, the Rokan work area will be managed by an Indonesian company, namely Pertamina. However, this public company did not immediately obtain the management contract for the Rokan block.

Pertamina must win the government tender. Chevron itself submitted an offer in hopes of extending the contract.

However, Pertamina was able to offer a more attractive offer and won the tender. In its proposal, Pertamina said signature bonus of 784 million US dollars, or approximately Rp. 1,000,000. 11,300 billion.

In addition, there is still a certain work commitment of 500 million US dollars, approximately IDR 7.2 trillion, and a potential national income for the next 20 years of 57 billion US dollars, approximately 825 trillion IDR.

The management of Rokan Block returned to the hands of the children of the homeland on August 9, 2021. Pertamina entrusted management to its subsidiary, Pertamina Rokan Hulu.

Citing the Ministry of Energy and Mineral Resources website on August 1, 2018, the Rokan block is the largest oil field ever discovered in Indonesia. The area of ​​the block reaches 6,220 square kilometers.

The Rokan block covers areas in five districts, namely Rokan Hulu, Rokan Hilir, Bengkalis, Siak and Kampar, and has 96 fields. There are three fields that have the potential to produce excellent oil, namely Duri, Minas and Bekasap. The oil reserves held by the Rokan block are estimated to reach between 500 million and 1.5 billion barrels of oil. oil equivalent without enhanced oil recovery (EOR).

The problem is that the Rokan block has seen a drop in production, which in 2020 was only 158,000 barrels per day. The following year, production began to increase, reaching 166,000 barrels per day.

President Joko Widodo has asked Pertamina to increase oil production in the Rokan block. Production from the Rokan block is expected to reach 400,000 barrels per day (Kompas.id, 6/1/2023). The government also aims for national oil production to return to 1 million barrels per day by 2030.

While encouraging the performance of Pertamina, the return of sovereignty over the management of natural resources by the children of the nation should truly realize the mandate of Article 33 of the 1945 Constitution, which must be used to the fullest extent possible for the prosperity of the people. This reportedly became the basis for the selection of Rokan Block as the venue for the 2024 Pancasila Day commemoration.

Jokowi-Megawati “cold war”.

On the other hand, the Pancasila Day commemoration will take place in the middle of a “cold war” between President Jokowi and Megawati Soekarnoputri, chairwoman of the Indonesian Democratic Party of Struggle (PDI-P) and chairman of the BPIP steering committee. The relationship between the two is not harmonious after the differences in attitude during the 2024 presidential election (Pilpres).

President Jokowi appears to support presidential candidate Prabowo Subianto, who is accompanied by Gibran Rakabuming Raka as his running mate, while the PDI-P supports Ganjar Pranowo-Mahfud MD.

Will the Pancasila Day commemoration become a meeting opportunity for President Jokowi and Megawati? Until now, many suspected that they would not meet in the near future.

Looking back, Megawati, who was defeated by Susilo Bambang Yudhoyono in the 2004 presidential election, felt betrayed. They only gathered during unavoidable events, such as during the 2009 election commission presidential and vice-presidential candidate draw and during the Pancasila Day commemoration on June 1, 2010 at the building of the MPR/DPR.
