Government never gave certainty about transfer of capital to IKN, experts say
TEMPO.CO, Jakarta – Djohermansyah Djohan, professor of government sciences at the Institute of Internal Government (IPDN), responded that the presidential decree (keppres) regarding the transfer of the country's capital has not yet been signed. He said the government needed to provide certainty on when the national capital would move from Jakarta to the archipelago capital or IKN.
“When will the presidential decree be signed? It's confusing, some say July, others say August. And then there were others who said he was not the president Jokowi who signed it, but later President Prabowo will sign it. “So I think it is important to clarify when the move will take place,” he said in a webinar followed in Jakarta, Friday, June 21, 2024.
He said that if the presidential decree regulating this issue is not yet available, then Law Number 29 of 2007 Concerning the Provincial Government of the Special Capital Region of Jakarta as the Capital of the Unitary State of the Republic of Indonesia will still apply. Meanwhile, Law Number 2 of 2024 regarding the Special Regional Province of Jakarta has not yet come into force.

Jakarta is not directly separated from government functions
On the same occasion, Deputy Chairman of the Legislature of the Indonesian People's Representative Council (DPR) Achmad Baidowi said that if the presidential decree had been issued, Jakarta would not immediately be separated from its functions as the center of government.
