In recent decades, Democratic state parties have been seen as relatively neglected compared to their Republican counterparts, Grossmann said. In Michigan, however, the roles have reversed.

Hoekstra said the party was working with the bank to get out of this debt and that he had built the party in a very simple way.

'Adults in the room again

Dissent over Karamo came to a head in January, when about a third of the party's state committee took advantage of a quirk in the party statutes to oust him, and two weeks later elected Hoekstra to replace her. Karamo never acknowledged his ouster. The breakaway faction of the party had to obtain a court order to officially wrest control of the party from it.

Four months after a judge barred Karamo from continuing to run for state party chair, some of the money spent during her tenure remains unaccounted for, according to Ross, the new budget chair.

Hoekstra held the first state party meeting of his term in March, which did not go without drama, as several Karamo loyalists were not allowed to participate because their county chairmen did not have them registered.

The Michigan Republican Party has, in recent weeks, begun to resemble the traditional state party.

Hoekstra and his colleagues have opened field offices, toured the state with Trump surrogates, such as potential vice presidential candidate Doug Burgum, and held joint events with the Republican National Committee, including a “training of Election Integrity Volunteers” on June 14.

There are adults in the state party room again and they can be confident their money will be used properly to help Republicans win in November, Tyson Sheppard, the party's new executive director, told Bridge in a press release.

There was a fear of investment under the previous administration; there are no concerns about that under Petes leadership.

Much of Michigan's GOP fundraising is not public. Michigan state parties can raise unlimited amounts of money for administrative accounts without having to disclose donors and fund millions in election ads. But the party's federal account, which has disclosure requirements, hints at what Republicans are facing.

Through the end of May, Michigan Democrats had benefited from nearly $4.6 million in cash transfers, most of them in the past two months, from partners like the Biden campaign and a committee political action linked to US Senate candidate Elissa Slotkin.

Until the end of March, the Michigan Republican Party had yet to report any transfers of funds from campaigns or other groups. But that could soon change.

Ross, the Michigan GOP budget chairman, said he expects the Trump campaign and the RNC to dump a lot of money into Michigan and much of it will flow through the party.

The National Republican Congressional Committee was at odds with Karamos' staff over how the party could spend the dollars transferred from the NRCC, but Hoekstra, a familiar face in Republican circles, appears to have allayed some of those concerns.

Focus on Trump

If there's one person who can unify the Michigan Republican Party in 2024, it just might be Trump. Among Michigan's most active and enthusiastic Republicans, his candidacy is the glue that unites the party's increasingly disparate factions.

We are focused and united with one goal, and that goal is to win Michigan's electoral vote for Donald Trump, Hoekstra said on the call with delegates, although he later changed his statement to acknowledge the races in Congress, legislative and local elections.

A saving grace for MIGOP may be that in presidential election years, state parties conduct a sort of merger with their presidential campaign candidates, thereby sharing personnel and resources. Michigan Democrats call their efforts the One Campaign.

For the Michigan GOP, that means opening co-branded field offices as Trump Force 47 headquarters for local communities.

As president, Karamo openly mocked Republican legislative leaders for partnering with moderate former Gov. Rick Snyder on fundraising efforts. Hoekstra, meanwhile, told delegates he meets weekly with legislative leaders.

I think the party still has a lot of work to do to bring back historic donors who left the party over the past year and no longer trusted the party, said Matt Deperno, a former presidential candidate for the party and candidate for party president. Some external efforts attempt to avoid conflict.
