The change was sealed during a historic meeting of the party's central committee: the third plenum in December 1978.
China is currently preparing for another third plenum, which will be held from July 15 to 18. It has been more than a decade since such a meeting on economic reform. In principle, the gathering could signal a renewed determination to tackle China's long-standing economic problems, including weak consumer demand, tax cuts, miserable social spending, restrictions on internal migrants' access to services and bureaucratic obstacles to private enterprise.
