Joe Biden against Donald Trump: what you need to know about the first presidential debate of 2024 | US Elections 2024

Joe Biden and Donald Trump will hold the first of two planned US presidential debates on Thursday, a high-stakes rematch between two well-defined political enemies.

The earlier-than-usual showdown will give both men a chance to make their case for a second term in front of what could be one of the largest television and Internet audiences of the election cycle.

Thursday's showdown also carries the risk that Americans already dissatisfied with their options will emerge even more dismayed. Polls show an extremely close race between the 81-year-old incumbent and the 78-year-old former US president and both candidates remain largely unpopular.

Here's what to know and what to watch during the 90-minute primetime event, which is scheduled to begin at 9 p.m. ET at a CNN studio in Atlanta.

What are the issues for each candidate?

Both candidates come to the debate with a similar goal: to amplify each other's weaknesses.

Trump was convicted on 34 counts and is scheduled to be sentenced on July 11. This week marked the second anniversary of the Supreme Court overturning Roe v. Wade, a decision for which Trump takes credit. As president, he appointed three conservative justices who voted to eliminate the constitutional right to abortion, sparking a political backlash even in predominantly conservative states.

Trump's vision for a second term includes threats to prosecute his political enemies and a promise to pardon rioters involved in the Jan. 6 attack on the Capitol, raising alarms about the future of American democracy and justice. 'Rule of law.

Biden, meanwhile, will have to confront the electorate's deep unease: their dissatisfaction with his handling of the economy and the U.S.-Mexico border. But perhaps even more acutely, Biden faces the question of whether he has the stamina and cognitive health to lead the country for another four years. An energetic performance like his State of the Union address could ease some concerns.

Ahead of Thursday's debate, Trump and his team were working to moderate expectations for Biden, having set the bar so low that even some conservatives warned the Democratic president would exceed expectations if he simply managed to to stay awake. While the right has continually portrayed Biden as fragile and self-conscious, including through the use of misleading videos, Trump also has a tendency to ramble and gaffe during his campaign speeches.

Biden is also working against the weight of history: outgoing presidents, out of habit after nearly four years in power, tend to lose the first debate.

What is each candidate’s strategy?

Both candidates have presidential records to defend and visions for a second term to propose.

Starting in the debate phase, Biden's challenge will be to remind voters why they chose him over Trump four years ago. He will likely use Trump's own words against him, saying the former president poses a grave risk to reproductive rights and American democracy. On immigration, Biden has new data to highlight, showing that the number of encounters at the southwest border has declined steadily since his asylum restrictions took effect. He also recently launched new actions aimed at expanding pathways to citizenship for people living in the United States without documentation.

Staying calm but vigilant under the barrage of attacks expected from Trump poses another test for the president, who is known to have a short temper when provoked.

Trump, on the other hand, must appeal to swing voters and moderate Republicans who abandoned him in 2020 but are unhappy with the current situation. They are unlikely to be convinced by personal insults and conspiracy theories.

Rather than rehashing baseless claims about the 2020 election or ranting about his own legal troubles, voters will want to know whether he can govern in their interests, emphasizing the Republicans' advantage on the economy and immigration. Moderators will certainly try to corner Trump on abortion and reproductive rights.

A disciplined performance might be enough to convince some of his Republican skeptics.

Legal issues

There is debate among Democrats over whether Biden should focus on Trump's crime of falsifying business records as part of a criminal hush money scheme to influence the 2016 election. He also faces to serious charges in three other criminal trials.

For many voters, Trump's legal woes are overshadowed by their concerns about the economy, immigration, abortion rights and the state of democracy. But there are signs that the criminal conviction worries some voters, particularly independent and undecided voters who could determine the outcome of the election.

Biden was rather reserved on the subject in order to avoid any appearance of political interference, although that did not prevent the former president from doing the same. Except for a few jabs at campaign events, Biden mostly lets his allies launch aggressive attacks on Trump's legal record.

Democrats have sought to portray Trump's crimes and ongoing cases as a victory for the rule of law and equal application of justice, while the former president has claimed without evidence that the case was rigged and constituted a scam.

Trump could also go after Biden's son Hunter, who was recently convicted on gun-related charges. Trump and his right-wing allies have also tried to link Hunter's foreign business dealings to the president, but they have uncovered no evidence to support the hypothesis.

The rules of debate

Until relatively recently, it was unclear whether Biden and Trump would share the stage again after 2020. But their campaigns then agreed to two debates, the first scheduled for Thursday, June 27, the earliest in history from the country.

The CNN-hosted event, moderated by network anchors Jake Tapper and Dana Bash, bypasses the nonpartisan Commission on Presidential Debates, which generally sets the schedule and rules for debates. It will last 90 minutes, with two scheduled commercial breaks.

As in previous debates, the rules of engagement and how effectively moderators enforce them will help set the tone.

Under terms, mutually agreed to by the campaigns, the event will take place in an Atlanta studio without an audience, depriving Trump of the real-time feedback he expects from his supporters. Candidates' microphones will be muted when it is not their turn to speak, an attempt to minimize the onstage chaos that engulfed their first debate in 2020.

Independent candidate Robert Kennedy Jr failed to qualify under CNN's eligibility criteria, which included receiving at least 15% support in four high-quality polls and participating in enough polls. vote in the state to reach 270 electoral votes.

There will be no opening statement. A draw determined the location of the podium and the order of the final statements. Biden's campaign chose to select the podium that will appear on the right side of viewers' screens, while Trump's campaign chose to present its closing argument last.

Will this move the needle?

About six in ten Americans say they are extremely or very likely to follow the debate live, or watch portions of it afterward, or read or listen to an analysis of their performance, according to a new poll from the Associated Press-NORC Center for Public Affairs Research. It also appears that supporters of both candidates consider the debate important.

Americans are deeply polarized, and the universe of voters open to persuasion and living in the handful of states that will decide the election is small. Many of these people will watch, like sports fans, to cheer for their candidate, while others may simply tune in to the spectacle of the showdown between the two oldest major party presidential candidates in American history.

As has become a tradition, both campaigns will likely be successful immediately after the event. To the extent that both spin operations can release content highlighting their candidates' notable moments and their opponents' missteps, they will be right. Few expect the election surge to last until Election Day.

On the other hand, a major gaffe, even a minor one, depending on how it is rephrased and disseminated, could haunt the candidate online for months.

But perhaps, for viewers who have so far tried to look away, the debate will clarify the choice and the issues next November.
