Chinese Communist Party expels two former defense ministers over corruption | China
The Chinese Communist Party has expelled two former defense ministers for corruption, including Li Shangfu, who disappeared from public view along with other senior officials last year.
Li was fired as defense minister in October, two months after disappearing from public life. He served only seven months as defense minister. No explanation has been given for his sudden removal, which temporarily destabilized efforts to rebuild U.S.-China defense dialogues.
On Thursday, Chinese state media reported that Li and Wei Fenghe, another former defense minister, had been expelled from the CCP for serious violations of party discipline and the law. The charges against the two men include accepting gifts and money and providing undue benefits to others.
The allegations are the result of a months-long investigation by the Central Military Commission.
State media said the Lis and Weis cases would be transferred to the military prosecutor's office for criminal charges.
Wei was defense minister just before Li, since 2018. He previously headed the missile force, a sensitive branch of the military responsible for China's nuclear arsenal. Wei had also largely disappeared from public events.
Last year saw a series of sweeping shakeups in China's military leadership, including in the rocket force, where two top generals were replaced by men from other branches of the armed forces. Analysts say this suggests an attempt to break up patronage networks within the unit.
In December, three senior leaders in the aerospace and defense sectors were removed from a high-level CCP advisory body.
Qin Gang, a former foreign minister who has not been seen in public for a year, was also dismissed without explanation last year after a brief tenure.
Xi Jinping, China’s president and military chief, has made fighting corruption a cornerstone of his leadership since he came to power in 2012. But the sweeping purges of the past year have raised questions about the effectiveness of his anti-graft campaign. Some of the senior officials to be fired, such as Li, Wei and Qin, were appointed with Xi’s approval.
Those purged from the CCP's upper echelons risk living out their final years in political and social exile, or facing harsher criminal penalties. Last month, a court sentenced Bai Tianhui, former general manager of China Huarong International Holdings Bank, to death for accepting bribes of more than 1.1 billion yuan ($110 million).
The military purge is believed to be linked to an investigation announced last year into corruption in military procurement. Li served as head of the equipment procurement department between 2017 and 2022.
The expulsions of Li and Wei will be officially confirmed at the long-delayed Third Plenary Meeting of the CPC Central Committee next month. On Thursday, it was announced that the CPC top leaders' meeting would be held from July 15 to 18.
