Chinese President Xi Jinping has stressed the importance of the “five principles of peaceful coexistence”, initially associated with the Non-Aligned Movement, as essential to resolving contemporary conflicts.

He expressed a desire to strengthen China's influence in the South, in a context of persistent tensions with Western countries.

Xi Jinping invoked the five principles of peaceful coexistence, known as “Panchsheel” by India, at a conference in Beijing commemorating his 70th anniversary. He also juxtaposed these principles with his new concept of the Global Security Initiative aimed at envisioning a shared future for humanity.

According to the Indian Ministry of Foreign Affairs, the principles of “Panchsheel” were formally enunciated in the Agreement on Trade and Relations between the Tibet Region of China and India, signed on April 29, 1954.

The principles of “Panchsheel”, also known as the Five Principles of Peaceful Coexistence, emerged from the legacy of the then Prime Minister Jawaharlal Nehru and his Chinese counterpart Zhou Enlai during their attempts to resolve the complex question of borders.

At a conference in Beijing to mark the 70th anniversary of these principles, Xi Jinping highlighted their importance in global diplomacy. He specified that these principles are “mutual respect for sovereignty and territorial integrity”, “mutual non-aggression”, “mutual non-interference in each other's internal affairs”, “equality and mutual benefits” and “peaceful coexistence”.

Xi Jinping noted that these principles have been included in the joint declarations between China and India, as well as between China and Myanmar, aiming to establish them as basic norms for state-to-state relations.

The conference, attended by former Sri Lankan President Mahinda Rajapaksa and various political leaders and officials associated with China over the years, underscored the enduring relevance of these principles in international relations.

In his speech, Xi Jinping recalled that the “Panchsheel” or Five Principles of Peaceful Coexistence were created in Asia, more precisely in India, but quickly gained worldwide fame. He noted that in 1955, more than 20 Asian and African countries participated in the Bandung Conference, where these principles were discussed and adopted.

The Non-Aligned Movement, founded by Jawaharlal Nehru in the 1960s, adopted the principles of 'Panchsheel' as the foundation of its approach.

“The Five Principles have established an important historical benchmark for international relations and the rule of law,” Xi Jinping emphasized during his speech.

Xi Jinping, who last year began his third five-year term in office, an unprecedented feat, has pushed for various initiatives to strengthen China's influence in the world, including the ambitious Belt and Road Initiative (BRI). The initiative has seen substantial Chinese investment in infrastructure projects in smaller countries, which has raised concerns about debt diplomacy, with some countries struggling to repay their loans to China.

“China will establish a research center on the global South to strengthen support for cooperation among global South countries,” Xi Jinping announced.

He also announced his intention to offer 1,000 “Five Principles of Peace Coexistence Scholarship of Excellence' and 100,000 training opportunities in the Global South over the next five years, underscoring China's commitment to fostering international cooperation based on these principles.
