More than 800,000 Afghans are expected to be deported in the second phase of the controversial plan.

Pakistan is set to begin the second phase of a controversial plan to return undocumented Afghan refugees to their country.

Starting Sunday, authorities are expected to expel more than 800,000 Afghans from the country, after around 541,000 of them were forced to leave in the first phase in November last year.

If they do not leave voluntarily, refugees risk arrest and deportation.

Before the first phase of repatriation, the Pakistani government claimed there were nearly 4.4 million Afghan refugees, of whom around 1.73 million were undocumented.

The government has defended the crackdown, citing security concerns and a struggling economy.

The expulsion order came amid a dramatic increase in armed attacks across Pakistan, with the government attributing these attacks to groups and nationals based in Afghanistan, an allegation rejected by the Taliban government in Afghanistan.

Philippa Candler, the UN refugee agency's (UNHCR) representative in Islamabad, told Al Jazeera that Pakistan should review the profiles of undocumented Afghans before deporting them, as many of them are in need of international protection.

They are refugees. They are not involved in terrorist activities. They are simply people who have fled and need protection, Candler said, adding that if Afghan nationals were involved in terrorist activity, that should be treated separately.

Al Jazeera's Kamal Hyder, covering the Khazana refugee camp in the city of Peshawar, which is home to around 1,300 Afghan families, said the refugees have pleaded with the international community and the Pakistani government to give them more time so they can leave with dignity.

They complain that their homes are searched in the middle of the night. They were forced to leave this country in very miserable conditions, Hyder said, adding that it was very difficult to leave after spending your entire life in one country and then being kicked out of it.

Pakistan is not a signatory to the 1951 United Nations Convention that protects the rights of refugees. The country also does not have national laws to protect refugees or procedures to determine the status of people seeking international protection on its territory.

Human rights organization Amnesty International has warned of the risk of persecution for refugees returning to Afghanistan.
