Indonesia Just Realized It Has No Backups After Its Data Centers Were Hit By Ransomware

 


Palm on face: It’s bad enough when companies don’t back up their data, but it’s even worse when a country’s government ignores this basic rule. Indonesia has been revealed to have no data backups at all, which is doubly problematic given that the country recently suffered a ransomware attack.

On June 20, the Indonesian Temporary National Data Center (PDNS), run by the Ministry of Communications and Information Technology, was compromised by a variant of LockBit 3.0 malware called Brain Cipher. Like most modern ransomware, Brain Cipher exfiltrates sensitive data and encrypts it, a technique also known as double extortion.

At least 210 institutions have been affected and some services in the country have been severely disrupted. The cybercriminals, described as a non-state actor, are demanding 131 billion rupiah ($8 million) for the decryption key. Communications and Information Technology Minister Budi Arie Setiadi said the government had no intention of paying and that authorities were trying to decrypt the data themselves. Government services are expected to be fully restored by August.

The ransomware attack also revealed that 98% of government data stored in one of the two compromised data centers had not been backed up. As a result, Indonesian President Joko Widodo ordered an audit of all government data centers.

Yusuf Ateh, who heads Indonesia's Development and Finance Controller (BPKP), said (via Reuters) the audit would focus on “governance and the financial aspect”.

Vice President Ma'ruf Amin explained that the extent of the damage was due to the centralization of government networks. “Once the system was centralized, it turned out that once it was hacked, everyone was affected. I didn't think hacking was this devastating in the past.”

Hinsa Siburian, chairman of Indonesia's cybersecurity agency, said: “In general, we see the main problem as governance and there is no safeguard.”

Budi confirmed that the ministry had backup capabilities in data centers, but government agencies were unable to use the service. He blamed the non-use of the backup service on budgetary constraints, adding that it would soon become mandatory.

The lack of reinforcements and the explanations given have sparked anger and calls for Budi to resign. “If there are no reinforcements, it is not a lack of governance,” said Meutya Hafid, the head of the commission overseeing the incident. “It is stupid.”
