Putin, Xi meet at Central Asia summit to counter US policy
ASTANA, Kazakhstan Russian President Vladimir Putin and Chinese President Xi Jinping on Wednesday hailed their Eurasian security club as a force for global stability at a summit of the regional body, seen by Moscow and Beijing as a tool to counter Western influence.
Putin and the Chinese president expanded the Shanghai Cooperation Organization (SCO), a club founded in 2001 with Russia, China and Central Asian countries, to include India, Iran and Pakistan as a counterweight to the West.
The organization has firmly established itself as one of the key pillars of a just and multipolar world order, Putin said, adding that bilateral relations between Moscow and Beijing are at their best level in history.
“Our cooperation is not directed against anyone, we do not create any blocs or alliances, we simply act in the interests of our peoples,” Putin said.
In his opening speech, Xi Jinping told Putin that China and Russia should maintain the original aspiration of friendship for generations to come in response to the ever-changing international situation.
Calling Putin an old friend, Xi pointed to the progress the two countries have made in putting together plans and arrangements for the further development of bilateral relations.
The Kremlin said Putin held a series of bilateral meetings on the sidelines of the SCO summit, which is taking place in the Kazakhstani capital Astana and ends on Thursday.
The SCO promotes common approaches to external security threats, such as drug trafficking, and also focuses on combating any internal instability.
Before his meeting with Xi, Putin met with Turkish President Tayyip Erdogan, Pakistani Prime Minister Shehbaz Sharif, as well as the presidents of Azerbaijan and Mongolia, Ilham Aliyev and Ukhnaagiin Khurelsukh.
India said Prime Minister Narendra Modi, expected in Moscow later this month, would not attend the Astana meeting, sending External Affairs Minister Subrahmanyam Jaishankar instead.
China and Russia declared an unlimited partnership in February 2022 during Putin's visit to Beijing, days before he sent tens of thousands of troops to Ukraine. Since then, Xi and Putin have deepened their relations.
Xi Jinping and Putin believe that the US-dominated post-Cold War era is collapsing. The US sees China as its biggest competitor and Russia as its biggest threat to nation states. President Joe Biden has said that this century will be defined by an existential struggle between democracies and autocracies.
At last year's virtual summit, the group criticized what it called the negative impact of unilateral and unlimited expansion of global missile defense systems by certain countries or groups of countries, without directly referring to NATO expansion or Western military aid to Ukraine.
In a move that underscores Beijing's pragmatic, economy-focused approach, Xi Jinping chaired a ceremony Wednesday with his Kazakh counterpart, just hours before meeting Putin, to mark the departure of a new batch of goods along the international trans-Caspian shipping route.
This route, also known as the Central Corridor, runs from Southeast Asia and China, through Kazakhstan, the Caspian Sea, Azerbaijan, Georgia and on to Europe. It has been widely promoted by the West as an alternative to Asia-Europe land transit via Russia.
The Kremlin announced that Belarus will participate in the Astana summit for the first time as a full member of the SCO. UN Secretary-General Antonio Guterres is also expected to attend the Astana meeting.
