Chinese President Xi Jinping sent a congratulatory call to new European Council President Antonio Costa on Thursday, Chinese state media reported, hours before the European Commission imposed restrictions on Chinese electric cars came into force.
The Commission is expected to confirm provisional import duties of up to 37.6% on electric vehicles (EVs) made in China, after the bloc accused the world's second-largest economy of providing its companies with heavy state subsidies.
Xi Jinping said he “attaches great importance to the development of China-EU relations” as Europe braces for retaliatory measures from Beijing and the possible opening of a new front in the West's tariff war with its $18.6 trillion economy.
EU trade policy has become increasingly protective amid fears that China's production-led development model could see the country flooded with cheap goods as Chinese companies seek to boost exports amid weak domestic demand.
China and the European Commission have been negotiating since last week over restrictions that Beijing and some European carmakers want to lift. Beijing rejects accusations that Chinese electric vehicles are unfairly subsidized.
According to the report, Mr Xi said China is “committed to developing the China-EU comprehensive strategic partnership”.
“China has always regarded Europe as an important pole in the multipolar order,” he added.
It will be up to Costa, a former Portuguese prime minister, to find common cause among the 27 member states of the Council, as they waver on whether to back the Commission on electric vehicle tariffs in a consultative vote in the coming weeks.
Germany, whose carmakers made a third of their sales in China last year, reportedly wants to end the tariffs, while France has been one of the strongest supporters.
China is currently conducting an anti-dumping investigation into European brandy imports. According to Chinese customs data, almost all European brandy exports to China came from France last year.
Beijing has also opened an anti-dumping investigation into imports of European pork and pork products, which analysts say is aimed at pressuring Spain, the Netherlands and Denmark to break with the Commission over the restrictions.
