Prime Minister Narendra Modi will visit Russia from July 8-9 to hold the 22nd annual India-Russia Summit that will review the multifaceted ties between the two countries, the Ministry of External Affairs (MEA) said today.

After concluding his visit to Russia, Prime Minister Modi will travel to Austria, which will be the first visit by an Indian Prime Minister to the country in 41 years, he said.

This will be Prime Minister Modi's first visit to Russia in nearly five years. His last visit to Russia was in 2019, when he attended an economic conclave in the Far Eastern city of Vladivostok.

The annual summit between the Indian Prime Minister and the Russian President is the highest institutional dialogue mechanism within the framework of the strategic partnership between the two countries.

So far, 21 annual summits have been held alternately in India and Russia.

The last summit was held on December 6, 2021 in New Delhi. President Vladimir Putin had traveled to India to attend the summit.

During the summit, the two sides signed 28 memoranda of understanding and agreements, besides issuing a joint statement titled 'India-Russia Partnership for Peace, Progress and Prosperity'.

Prime Minister Modi and President Putin held their final bilateral talks on the sidelines of a Shanghai Cooperation Organisation (SCO) summit in Samarkand, Uzbekistan on September 16, 2022.

At that meeting, Prime Minister Modi had pressured President Putin to end the conflict in Ukraine, saying that “the current era is not one of war.”

“I know that the current era is not one of war. We have discussed this issue on phone many times, democracy, diplomacy and dialogue touch the entire world,” PM Modi said.

Since Russia's invasion of Ukraine in February 2022, Prime Minister Modi has had several telephone conversations with President Putin and Ukrainian President Volodymyr Zelenskyy.

Reflecting its strong friendship with Russia, India has yet to condemn Moscow's invasion of Ukraine and has maintained that the crisis must be resolved through diplomacy and dialogue.

Indian imports of Russian crude oil have also increased significantly, despite the G7 price cap and growing concerns about purchases in many Western countries.

In December 2022, the G7 and its allies announced a cap on the price of Russian oil as part of a series of punitive measures against Moscow over its invasion of Ukraine. The price cap forces countries to pay more than $60 per barrel.

From Russia, Prime Minister Modi will travel to Austria, where he will stay on July 9-10.

“This will be the first visit of an Indian Prime Minister to Austria in 41 years. He will meet the President of the Republic of Austria, Alexander Van der Bellen, and hold talks with the Chancellor of Austria, Karl Nehammer,” the MEA said.

“The Prime Minister and the Chancellor will also address Indian and Austrian business leaders,” the statement said.

Prime Minister Modi will also interact with members of the Indian community in Moscow as well as Vienna, the MEA said.
