MOSCOW – President Russia Vladimir Putin and Chinese leader Xi Jinping have hailed their countries' partnership on the sidelines of the Shanghai Cooperation Organization (SCO), a regional security bloc founded by the two men to counter Western powers.

Speaking on the sidelines of the CSO summit in Astana, Kazakhstan, on Wednesday (3/7/2024), Putin and Xi welcomed the group's expansion, which includes Central Asian countries, as well as India, Iran and Belarus as new members. They also continued to portray China-Russia relations as a stabilizing force in chaotic times.

Putin said that the SCO is strengthening its role as one of the main pillars of a just and multipolar world order. However, he stressed that this cooperation is not directed against anyone, we are not creating any blocs or alliances, we are acting only in the interests of our people.

Speaking in a televised address ahead of a bilateral meeting with Xi, the Russian leader quickly turned to Moscow-Beijing relations. He said the comprehensive partnership and strategic cooperation between the two countries was going through the best period in its history.

In turn, Xi referred to the unstable international situation and external environment and said Russia and China should continue to uphold their original aspirations of friendship for future generations.

He then called Putin an old friend and said the two countries had worked out plans and arrangements for the further development of bilateral relations.

The second meeting between the two leaders in two months comes as China and Russia continue to face Western pressure over their regional policies. At their last meeting in Beijing, the two leaders pledged to deepen ties, while attacking international organizations and blocs, including the United Nations, the G20 and the North Atlantic Trade Organization (NATO).

In total, the two leaders have met about 40 times. That includes signing a borderless strategic partnership just days before Russia invaded Ukraine in 2022.

3. Breaking with Western isolation

China has been repeatedly criticized for what the United States and its Western allies see as its increasingly assertive actions in the Asia-Pacific region and its policies toward Taiwan, the self-ruled island it claims as its own.
