Kamala Harris-Donald Trump debate to be held without audience or microphones, ABC News reports

ABC News has revealed the rules for Tuesday's presidential debate between Vice President Kamala Harris and former President Donald Trump, with the microphones being muted on a candidate when it's not their turn to speak.
The network's announcement signals a resolution to a long-running standoff between the Harris and Trump campaigns, with the former wanting the microphones to remain on and the latter wanting them muted.
The 90-minute debate, which will be held at the National Constitution Center in Philadelphia and broadcast live at 9 p.m. ET, will also take place without an audience. The event will include two commercial breaks and may be simulcast on other networks.
David Muir and Linsey Davis will moderate the event, which will also stream live on Hulu, Disney+ and ABC News Live.
Other rules: There will be no opening statements, and candidates will be provided with a pen, notepad and water bottle. Candidates will have two minutes to answer questions, two minutes to rebut them and one minute to follow up. There will be no opening statements. Campaign staff will not be allowed to interact with candidates during commercial breaks.
A drawing was held to determine the podium seating and the order of the closing remarks. Trump won the drawing and chose to deliver the closing remarks, the network said, and Harris chose to stand on the left side of the stage for her podium.
In addition to the live broadcast on the network, the debate will also air on ABC News Live, Disney+ and Hulu. But some viewers may not be able to access the debate if they subscribe to DirecTV. The Disney-owned channels have been cut off from the satellite operator due to a carriage dispute that began over the weekend.
In recent weeks, Harris’ campaign had insisted that the microphones were on throughout the debate, assuming that Trump’s interruptions could hurt his overall performance. Trump’s campaign had insisted that the microphones were off, citing rules agreed to last spring, when Joe Biden was still the presumptive Democratic nominee. Trump himself had told reporters that he preferred to have the microphones on, while his team did not.
The conflict between the two campaigns was expected to be resolved. But in recent weeks, Trump has criticized the network for its bias, repeating its tendency to attack debate hosts and laying the groundwork for potential liability if he doesn't have a good night.
It is unclear whether this will be the first and only debate between Trump and Harris, who have never met in person. Harris' campaign had said she was open to another debate in October, with NBC News hosting.
A vice presidential debate between Minnesota Gov. Tim Walz (D-MN) and Sen. J.D. Vance (R-OH) is scheduled for October 1. CBS News will host the event, which will be held in New York City.
It is the first time since 1984 that the debates have not been organized by a special bipartisan commission created to set the format and rules for the general election. Both the Trump and Biden campaigns have criticized the Commission on Presidential Debates and have preferred to work directly with individual networks. CNN hosted the first debate of the cycle on June 27, an event that ended disastrously for Biden, who withdrew three weeks later.
