The memo, delivered during a 50-minute meeting that Stalin described as cordial, focused on three key issues: financing of the Chennai Metro Rail project, release of funds from the education program and resolution of the detention of Tamil fishermen by the Sri Lankan navy.

It is up to the Prime Minister to make today's meeting a useful one, Stalin later told reporters.

Stalin said several states which have launched metro projects after Tamil Nadu have already received funds. His DMK government accused the BJP-led central government of withholding funds meant for education to penalize Tamil Nadu for not implementing the National Education Policy (NEP) 2020.

Tamil Nadus main objection to the NEP is its trilingual formula policy, Stalin said. The state emphasizes the continuation of its bilingual policy, English and Tamil, which the memo describes as necessary to ensure the state's cultural identity and students' proficiency in world languages.

On the issue of fishermen, Stalin called for negotiations between Indian and Sri Lankan fishermen at the Joint Task Force on Fisheries meeting scheduled for October 29 in Colombo. Currently, 145 fishermen from Tamil Nadu are imprisoned in Sri Lanka.

As an immediate measure, efforts could be made to release the 145 arrested fishermen and their boats with fishing gear, Stalin said, seeking Modi's personal intervention in what he termed a vexatious issue.

The condition of the 191 boats apprehended since 2018 remains unknown.

After his meeting with Modi, Stalin met Sonia Gandhi, leader of his alliance partner, the Congress.
