The foreign ministers of Greece and Turkey have been tasked with discussing maritime borders and the demarcation of continental shelves, following a brief but crucial meeting last week between Prime Minister Kyriakos Mitsotakis and the Turkish President Recep Tayyip Erdogan on the sidelines of the United Nations General Assembly in New York. This marked a significant breakthrough in the long-standing territorial dispute between the two countries over the maritime zones of the Aegean Sea and the Eastern Mediterranean.

Mitsotakis and Erdogan empowered their respective foreign ministers, George Gerapetritis and Hakan Fidan, to engage in a two-phase negotiation process. The first phase will lay the foundations, focusing on defining the legal and procedural framework for the talks.

The second phase will begin in early 2025, following the Greece-Türkiye High-Level Cooperation Council meeting in January. This phase would involve more detailed negotiations, including discussions on specific maps and technical details regarding the delimitation of maritime zones. Both countries hope these discussions will provide clarity on the contentious issue of overlapping claims, which has fueled tensions for decades.

Historically, maritime border negotiations between Greece and Turkey have been fraught with difficulties, with various efforts blocked by deep-rooted differences. The issue is further complicated by different interpretations of international law, particularly with regard to the territorial waters and exclusive economic zones (EEZs) of the Aegean Sea and the Eastern Mediterranean.

Compared to previous efforts, the current diplomatic initiative has renewed meaning. Both sides are approaching the negotiations with cautious optimism, mindful of the geopolitical importance of the region and the potential economic gains from untapped energy resources in the disputed waters. The emphasis on international legal frameworks and multilateral diplomacy, combined with the participation of technical experts, is seen as a way to depoliticize the process and focus on practical solutions.

The timing of these negotiations is important, with broader regional and international implications. The upcoming US presidential election adds an additional layer of uncertainty, as Greece and Turkey maintain strong strategic relations with Washington. The election results could influence the trajectory of the negotiations, especially if changes in U.S. foreign policy affect the Eastern Mediterranean.
