Beijing congratulates new Japanese Prime Minister | The Arkansas Democratic Gazette
TOKYO — Japan's new government said Wednesday it hopes to improve relations with China after receiving a “forward-looking” message of congratulations from Beijing on the election of Prime Minister Shigeru Ishiba.
Ties between Japan and China have been strained by a territorial dispute, Japan's wartime history and, most recently, the killing of a Japanese schoolboy in China.
In a message congratulating Ishiba on Tuesday, Chinese President Xi Jinping said it was in the interests of both countries to pursue peaceful coexistence, friendship and mutually beneficial cooperation.
Xi also expressed hope that Japan would work with China to come halfway closer and build a constructive and stable relationship reflecting the demands of the new era.
“We view the congratulatory message received on Inauguration Day as a forward-looking message from President Xi regarding Japan-China relations,” said Japan's chief government spokesperson, Yoshimasa Hayashi. .
Hayashi said Japan and China have many problems and concerns, but Tokyo hopes to build a constructive and stable relationship through mutual efforts. He added that Japan also wants to promote communication with China at all levels to deepen their relations.
Separately, Japan's new Foreign Minister Takeshi Iwaya said Japan must balance dialogue and deterrence in its relations with China due to its increasingly assertive military actions and territorial claims.
Iwaya said he hoped to meet his counterpart, Wang Yi, as soon as possible, although nothing was planned.
Ishiba made his diplomatic debut Wednesday by phone, starting with U.S. President Joe Biden, who called to congratulate him.
Both leaders affirmed their commitment to continuing to strengthen defense cooperation and maintaining peace and stability in the region through a network of like-minded partners, including Australia and India across the quadrilateral security dialogue and through trilateral partnerships with South Korea and the Philippines, according to Japanese and American officials.
Ishiba said he had not discussed his proposal for a more equitable Japan-U.S. security alliance and a review of the legal status of U.S. military bases and personnel in Japan, but that he would would do later. Japan hosts about 50,000 U.S. troops under a bilateral security agreement.
Ishiba said he told Biden he plans to strengthen Japan's defense and diplomatic policies. A national security strategy adopted in 2022 under Ishiba's predecessor, Fumio Kishida, calls for accelerating Japan's military buildup.
