A free, open and rules-based Indo-Pacific is vital for the peace and progress of the entire region, Prime Minister Narendra Modi said on Friday at the East Asia Summit in Laos .
The Prime Minister further said that the approach to maintaining peace in the Indo-Pacific region should be development-oriented rather than “expansionism”, in an indirect reference to China which has demonstrated a strong assertiveness in the South China Sea, triggering geopolitical tensions.

“A free, open, inclusive, prosperous and rules-based Indo-Pacific is vital to the peace and progress of the entire region. The peace, security and stability of the South China Sea are in the “interest of the entire Indo-Pacific region,” Prime Minister Modi said during his speech at the 19th East Asia Summit in Laos today.
He said maritime activities should be carried out within the framework of the United Nations Convention on the Law of the Sea (UNCLOS) and that “the foreign policy of countries in the region should not be hampered in this area.”
“We believe that maritime activities should be carried out within the framework of the United Nations Convention on the Law of the Sea. It is necessary to guarantee freedom of navigation and airspace. A strong and effective code of conduct must be developed. And the foreign policy of the countries of the region must not be hampered by this.” said the Prime Minister.
“Our approach must be one of development and not expansionism,” he added.
He highlighted that Asean (Association of Southeast Asian Nations) is at the center of India's Indo-Pacific vision and Quad cooperation.
“India has always supported the unity and centrality of ASEAN. ASEAN is also at the center of India's Indo-Pacific vision and Quad cooperation. There are deep parallels between the Initiative India for the Indo-Pacific Oceans and ASEAN Perspectives on the Indo-Pacific,” he said.
Recently, the joint statement of the quadrennial meeting of foreign ministers issued on July 29 this year said that the bloc countries were collectively advancing a positive and practical agenda to support the sustainable development, stability and prosperity of the Indo region. -Pacific, meeting the needs of the region. .

On Thursday, Prime Minister Modi participated in the 21st Asean-India Summit. His two-day visit to Laos is significant as this year marks a decade of India's Act East policy.
