NEW DELHI A controversial bill submitted by Prime Minister Narendra Modi's government to change India's electoral system failed to pass the country's lower house of Parliament on Tuesday.

Law Minister Arjun Ram Meghwal introduced the bill which proposed to allow elections to state assemblies and national parliament to be held simultaneously. However, it was not approved because the vote did not obtain the required two-thirds majority; only 269 lawmakers voted in favor of the proposal, while 198 opposed it.

The government says simultaneous polls will lead to higher economic growth and pave the way for better governance, as they reduce the frequency of election campaigns and election expenses and allow politicians to concentrate on their work.

However, the Indian opposition has strongly opposed the legislation, which has been under review for more than a year. Critics say the proposed system would undermine federalism and risk moving India towards a presidential election model and could give an unfair advantage to federally ruling parties in state elections.

This South Asian country, which has a population of more than 1.4 billion, has 28 states and eight federal territories. Currently, staggered national and parliamentary elections are held at different times across India, with few national polls scheduled almost every year.

The last national elections in India were held in seven phases over 44 days.

Meghwal said on Tuesday that the government was ready to send the bill to a parliamentary committee for wider consultation.

According to the draft, the legislation, if approved as law, could be implemented during the “first session” of the lower house of parliament after national elections, implying that it could not be implemented work until 2029, when the current government will be elected. the term ends.
