PM Modi to distribute 58 lakh property cards as part of program to digitize rural property records

Four years after the Union government launched the Svamitva program to digitize property records in rural areas, Prime Minister Narendra Modi will on Friday distribute 58 lakh property cards providing a record of rights to owners above 50,000 villages across 12 states in a virtual event, officials said,” the Panchayati Raj Ministry said on Wednesday (December 25, 2024).

At least 13 Union ministers will address events in different states where the property cards will be distributed, officials added.

The Svamitva project of the Panchayati Raj department was launched in April 2020 with the aim of registering property rights. The program aims to facilitate monetization of properties, help owners obtain bank loans, reduce land conflicts and facilitate planning at the village level. Officials said property cards are now recognized by banks for granting loans. In many cases, it also helped women become homeowners. The project also helped identify open spaces, facilitating better community development planning.

In Rajasthan, Union Agriculture Minister Shivraj Singh Chouhan will attend an event in Jodhpur; Union Health Minister JP Nadda will be in Jaipur, Union Environment Minister Bhupender Yadav will be in Alwar, Women and Child Development Minister Annpurna Devi, in Kota and Union Law Minister Arjun Ram Meghwal in Bikaner.

In Maharashtra, Union Commerce Minister Piyush Goyal will address an event in Ahilya Nagar, Union Minister of State for Youth Affairs Raksha Nikhil Khadse in Nandurbar and the Union Minister of State for Civil Aviation Murlidhar Mohol will be in Pune.

Union Power Minister Manohar Lal Khattar to address event in Bhatinda, Punjab; Union Communications Minister Jyotiraditya Scindia will be in Guna, Madhya Pradesh; and Union Minister of State for Science Jitendra Singh will be in Kathua, Jammu and Kashmir.

Panchayati Raj Secretary Vivek Bharadwaj said 2.19 crore property cards (including the last tranche) have been finalized so far. Besides, 92% of drone mapping has been completed, covering around 3.17 lakh of the over 3.44 lakh targeted villages. The program's objectives are expected to be achieved by 2026.

The program has been adopted by 31 states and union territories. Of these, Sikkim, Telangana and Tamil Nadu had only participated in the pilot phase. Telangana and Bihar have their own version of this pattern. West Bengal, Bihar, Nagaland and Meghalaya did not join the scheme, which central officials said was a matter of concern.
