AU and IGAD welcome agreement between Ethiopia and Somalia, ending tensions over access to the Red Sea

ADDIS ABABA – The African Union (AU) and the Intergovernmental Authority on Development (IGAD) on Saturday approved an agreement between Ethiopia and Somalia aimed at resolving a dispute over a port deal with Somaliland, Somalia's breakaway region.

The agreement, resulting from negotiations in Turkey, aims to ease tensions that escalated after Ethiopia signed a maritime agreement with Somaliland on January 1, 2024, causing diplomatic fallout since Somalia does not recognize independence of Somaliland.

According to a joint statement, the AU commended Ethiopia and Somalia for their “commitment to dialogue and peaceful resolution of disputes,” considering the agreement an “important act” for regional stability. IGAD echoed the sentiment, calling the agreement an “important step” that shows its commitment to peacefully resolving bilateral issues.

Terms of the new agreement include launching technical negotiations by the end of February to define Ethiopia's maritime access under Somalia's sovereignty, potentially strengthening cooperation in the Horn of Africa.

Both organizations called for rapid implementation of the agreement, emphasizing its role in maintaining peace and strengthening economic ties in a region known for conflict.

Somaliland has not yet clarified whether this new arrangement affects its previous memorandum of understanding with Ethiopia, saying their previous agreement is still in force.

The agreement follows extensive international mediation, in which Turkey plays an important role. This is expected to reduce the risk of further conflict in the region, with the AU and IGAD committing to continued support for dialogue and cooperation.
