Before coming to power, Labor pledged to right the manifest wrongs of the wretched Inheritance Act launched by the charlatan Boris Johnson during that wretched period when he was Prime Minister.

As shadow secretary of state, Hilary Benn told this newspaper last May that Labor would repeal and replace the controversial Northern Ireland Troubles (Legacy and Reconciliation) Act 2023.

Now in power, the Labor Party has indicated that it is indeed preparing to do just that.

Speaking in the House of Commons just a month ago, Mr Benn said he would introduce an order to address the law's shortcomings on human rights. This includes removing the immunity from prosecution afforded to perpetrators under the structures of the Independent Reconciliation and Information Recovery Commission and allowing civil cases relating to the unrest to continue.

The secretary of state said he would also introduce legislation to reinstate surveys, including those disrupted by the Inheritance Act.

However, we have yet to see what these changes will actually look like, let alone how they will work in practice.

Until then, it remains wise to be cautious about the UK government's real commitment to mechanisms that can reveal the truth about the past, including what it knew and how it acted.

This is something Sean Brown's family knows all too well. Their dignified and determined quest for the truth about his murder in 1997 has suffered a new setback.

The government is appealing a High Court order for a public inquiry to be held into the killing of Mr Brown by loyalists.

At every step, the Brown family's efforts to uncover the circumstances of his murder have been thwarted by enormous foot-dragging and cover-ups by security forces and the state.

It appears the Secretary of State has decided that our mother will now enter her 88th year, yet without knowing the truth about how, why and by whom her husband was kidnapped, beaten and murdered, the family said.

The NIO says issues of constitutional importance are at stake. The Brown family and others would be right to read this, because the state still puts its own interests ahead of those of the family of a completely innocent man murdered there more than a quarter of a century ago in a case long linked to collusion.

This is not the fresh start on the legacy Labor promised. Britain may have a new party in power, but when it comes to shedding light on the unrest, the old game of delay and distraction remains the same.
