Islamabad [Pakistan]January 5: Pakistan Muslim League-Nawaz (PML-N) leader and spokesperson of the government negotiating committee, Senator Irfan Siddiqui, said on Saturday that the ongoing dialogue with Pakistan Tehreek-e-Insaf ( PTI) could face significant challenges as the Imran Khan-founded party failed to submit its demands in writing as initially agreed, ARY News reported.

In his remarks during an interview, Siddiqui noted that there has been minimal progress over the past 12 days. He said the PTI negotiating team facilitated a meeting with the party president to build confidence. However, he said uncertainty remains over whether the “Charter of Demands” will be provided in writing despite previous commitments from both sides.

At the December 23 meeting, Imran Khan's party promised to present its demands in writing, a promise reiterated in the joint statement. Siddiqui said the applications had not been submitted as of January 2.

During the meeting, the government negotiating team was informed that the PTI needed another opportunity to speak with its president to finalize its written demands. The government had accepted the PTI. However, the party did not present a written “Charter of Demands” at the third meeting, which could complicate the negotiation process.

On the issue of political prisoners, Siddiqui stressed that being a political prisoner is defined by the nature of the crime and not the identity of the person. He said, “If I, as a member of the Senate, commit murder and end up in jail for it, I will never be considered a political prisoner,” according to the ARY News report.

The PML-N leader pointed out that even the president of the country does not enjoy immunity in such cases. He said the PTI had raised several demands, including release of PTI founder Imran Khan and other prisoners, establishment of judicial commissions and search for 45 missing persons. When the PTI was asked about the names, addresses and identities of these missing people, the Imran Khan-founded party said no such list existed.

When asked if the government could find people without any information, Siddiqui said the government negotiating team had not made any request to the PTI nor had it asked the party to withdraw its call for civil disobedience, ARY News reported.

Replying to another question, Siddiqui said the government or any other institution had not made any offer to transfer Imran Khan from Adiala jail to Bani Gala or anywhere else, according to ARY News report. He further said that no parallel or behind-the-scenes negotiations were taking place and added that the PTI would fix the date for the third negotiation meeting.

The second round of talks between the government and the PTI failed to yield any significant progress as the party leadership demanded frequent meetings with Imran Khan to finalize his list of demands, Dawn reported.

The government and the PTI will meet again possibly next week. The PTI has notably spoken publicly about its two demands, which include the creation of a judicial commission to investigate the violence of May 9 and November 26 and the release of political prisoners.

The party founded by Imran Khan has already issued an ultimatum that the talks should be concluded by the end of the current month. Before the talks began, PTI Chairman Barrister Gohar Ali Khan said the demands would be presented in the meeting.

After the meeting, Speaker of the National Assembly of Pakistan, Ayaz Sadiq, said in a press conference: “In the last meeting, it was decided that the PTI leaders would present a list written demands, but today they again asked for more time for finalization. He noted that the meeting took place in a pleasant setting compared to the previous meeting, adding that the next round of negotiations would take place next week.
