Govt, PTI unable to 'agree' on dialogue (Pakistan)

PTI leaders deplore monitored meeting with party founder; the government says a private meeting is not possible according to the rules. The party agrees to submit written requests; Imran says talks will not progress without an investigation into the crackdown. NA president proposes to step down to ensure integrity of dialogue after PTI criticism

ISLAMABAD: Despite some progress in negotiations between the government and the opposition, negotiators from the ruling coalition and the PTI failed to agree on the modalities of the dialogue, with unmonitored access to Imran Khan becoming a new bone of contention, following an agreement on the presentation of written requests.

After a meeting with Imran Khan in Adiala jail on Wednesday, PTI acting president Barrister Gohar Ali Khan said the party founder had allowed them to share their demands in writing with the government negotiating committee , as agreed during the first round of talks.

PTI leaders, however, expressed reservations over the monitored meeting with party founder in Adiala jail, opposition AN leader Omar Ayub, demanding a meeting that would not be monitored by the intelligence agencies.

Mr. Ayub said: Our current meetings with Imran Khan are taking place in a confined space, equipped with cameras and listening devices, which compromises the confidentiality and integrity of our discussions. This situation is unacceptable and compromises our ability to communicate freely and effectively.

Spokesperson for government committees, Senator Irfan Siddiqui, was outraged by the demand and said the PTI had made the meeting with its founder conditional and difficult.

Speaking to Dawn, Senator Irfan Siddiqui said: They (PTI leaders) want their meeting with Imran Khan to take place in an open space, without any surveillance or prison officials. Such conditions cannot be contemplated under the prison manual and laws.

He said the government team had assured PTI leaders that their meeting with Imran Khan in jail would be facilitated, but wondered if lawyer Gohar met Mr Khan in jail on Wednesday, how many others wanted to meet him .

The PTI negotiating team was formed about 40 days ago, on December 5, but I think it has not yet completed its duties, he added. He further said that a recent tweet by Mr Khan in which he criticized Prime Minister Shehbaz Sharif had further damaged the negotiation process.

NA Speaker Offerings

National Assembly Speaker Ayaz Sadiq was also criticized by the PTI over the prison meeting, prompting him to declare that he was ready to resign from his role as head of the negotiating committee.

He said that if PTI leaders feel that he should withdraw from the negotiation process, then he was ready to consider such a proposal to maintain the neutrality and integrity of the President's office. Lawyer Gohar, however, expressed confidence in Mr Sadiq, saying the speaker was capable of carrying out a fruitful dialogue.

In a statement, the speaker clarified that his role in the negotiations was purely that of a facilitator and that organizing a meeting with the party's founding president was neither his mandate nor his responsibility.

He expressed disappointment at claims that attempts to contact the presidents office had not been received positively. He said he had never refused to meet a member of the National Assembly. The speaker stressed that his absence from the country did not prevent him from organizing meetings. He said he was always ready to facilitate such arrangements.

Meanwhile, Prime Minister's aide Rana Sanaullah said there was no pressure on the government to release Imran Khan from prison. Speaking at a press conference, he said: They (PTI) have already met Imran, but then they said they want to talk to him again in a proper manner to get written requests.

Judicial Commission

Separately, PTI founder Imran Khan said the former ruling party would withdraw from negotiations if its demand for the formation of a judicial commission to probe the May 9 and November 26 violence was not resolved. was not satisfied during the next round of negotiations.

According to a transcript of a conversation between Mr Khan and his legal team in Adiala prison, posted on the PTI founder's X account, the prime minister demanded a transparent investigation into the two crackdowns.

It may be noted that the incarcerated PTI leader does not have access to his social media accounts.

My demands are legitimate and reasonable, but the government does not take them seriously. I am not allowed to meet members of my party, which is my legal right. If the government does not create a judicial commission at the next meeting, we will not continue the negotiation process, indicates the press release published on its account.

The statement also claimed that after November 26, many PTI supporters had disappeared, but the government had not made much effort to trace their whereabouts.

Today, we have formed a committee on the issue of missing persons, which will be headed by lawyer Qazi Anwar, he said.
