Why were Boris Johnson's junior aides knighted?
Last month, Rats in a Sack reported that the House of Lords Appointments Committee had been ordered to publish Boris Johnson's explanation for sending two young, inexperienced aides to the Upper House.
The reasons are now publicly available and it remains as mysterious as ever.
In 2023, the former Prime Minister granted peerages to Charlotte Owen, then 29, and Ross Kempsell, then 30, allowing them to make and pass laws for the rest of their lives despite rather fragile CVs. Owen had been Johnson's parliamentary aide at Downing Street, with duties no more than planning the prime minister's meetings, while Kempsell had vacillated between life as a Tory researcher and a right-wing hacker.
In December, Martin Rosenbaum, a freedom of information consultant and trainer, won an information court case arguing that revealing the explanations and other names of the two men's supporters would be in the public interest.
Now, after the House of Lords Appointments Committee chose not to appeal the verdict, the explanation is here, albeit heavily redacted.
Explaining Owens' elevation, the report said Johnson entrusted Charlotte to engage the parliamentary party on his behalf and that she played a vital role in maintaining his relationship with them. He adds that she led many sensitive and key projects, including advising the Prime Minister and Chief Whip on suitability for ministerial appointments during the reshuffle. Additionally, the report states that she is the first generation in her family to attend college and is passionate about mentoring young people in politics. She was supported by former minister Grant Shapps and Chris Heaton-Harris, although their reasons are fully redacted.
Kempsell's peerage is longer, listing his achievements as head of the Conservative research department and special adviser to Downing Street, although it curiously adds that he continues to have a strong interest in broadcast media and that he studied at Cambridge University and graduated. with a double first.
Rosenbaum states: The reasons given for appointing Owen to the House of Lords appear very thin, inadequate and lacking in evidence of relevant achievements. They leave his peerage as a mystery rather than justifying and explaining it properly.
As Rats in a Sack highlighted last month, Owen has been by far the more diligent of the two, speaking and voting regularly and shepherding a backbench bill to ban deepfake pornography. Kempsell, meanwhile, has only managed to speak six times in 18 months and now combines his duties with his day job as editor of the anti-elitist newspaper Guido Fawkes website.
