Acceleration of the main Trans Sumatra toll road
JAKARTA – PT Hutama Karya (Persero) meets the deadline for operating the main route of the Trans Sumatra Toll Road by completing two sections before the end of this year. Since 2016, Hutama Karya has covered 469 kilometers of the 3,000-kilometer Trans Sumatra toll road that stretches from South Sumatra to Aceh. The sections already operational include Bakauheni-Terbanggi Besar-Pematang Panggang with a length of 325 kilometers.
Towards the end of 2020, Fauzan said, Hutama Karya is only waiting for the results of the functional feasibility test (ULF) of five sections of the 131.48-kilometer Pekanbaru-Dumai toll road. Once the section receives an operational certificate, the first section of the Medan-Binjai section will enter service this December.
Fauzan said that capital expenditure for the Trans Sumatra Toll Road project this year reached IDR 24 trillion. Most of the funds were used for construction and feasibility testing at the planning stage. The company is pursuing five Trans Sumatra Toll Road (PPJT) concession agreements this year, including for the Betung-Jambi toll road section; Jambi-Rengat; Rengat-Pekanbaru; Dumai-Rantau Prapat and Rantau Prapat-Kisaran. Until last February, Hutama bagged 14 PPJTs from a total of 24 Trans Sumatra toll roads.
To meet its financing needs, Hutama Karya uses an alternative system so as not to burden the public treasury. These forms include syndicated bank loans, monetization of toll road assets, and medium-term debt securities (gmedium term global notes/GMTN). The value of financing outside of state capital participation (PMN) reached IDR 56.51 trillion, collected from 2015 to date.
Hutama Karya Senior Director Budi Harto said that the PMN reached IDR 16.1 trillion, not including the IDR 11 trillion donated by the government this year. “We also discussed other alternative sources of financing, such as limited concessions to third parties, asset recycling on sections already operational, and multilateral financing with competitive costs,” he said.
Head of the Ministry of Public Works and Public Housing's Toll Road Regulatory Agency Danang Parikesit said there were still seven toll roads in the main corridor or spine road Trans Sumatra toll road which needs to be completed. This main road is 2,046 kilometers long, or 69 percent of the total length of the Trans Sumatra Toll Road.
During the inauguration of Section IV of the Sigli-Banda Aceh toll road, President Joko Widodo said this infrastructure is important to support economic growth. He said the Trans Sumatra toll road could reduce travel time for logistics and private vehicles. “Can earn up to 53 hours and give multiplier effect two or three times,” he said.
Minister of State Enterprises Erick Thohir said that the Sigli-Aceh Airport Toll Highway accelerates transportation mobility.
