Good news | PM Modi approves creation of 8th Central Pay Commission for central government employees

New Delhi: Union Minister Ashwini Vaishnaw on Thursday said that Prime Minister Narendra Modi has approved the establishment of the 8th Central Pay Commission for all central government employees.

Addressing a press briefing at the National Media Centre, the Union Minister said that Prime Minister Narendra Modi has approved the establishment of the 8th Central Pay Commission for all central government employees.

Since 1947, seven pay commissions have been constituted, with the last one implemented in 2016. While the mandate of the 7th pay commission ends in 2026, launching the process in 2025 ensures sufficient time to receive and consider the recommendations before its completion, Vaishnaw informed.

According to government sources, around 50 lakh central government employees, including defense personnel, will benefit. Around 65 lakh pensioners, including army personnel, will also see their pensions hiked, sources added.

Besides, around four lakh employees in Delhi will benefit, including defense and Delhi government officials. The 7th Pay Commission witnessed an increase in expenditure of Rs one lakh crore in the financial year 2016-17. Now, this will help provide a significant boost to consumption and economic growth and improve the quality of life of civil servants, sources added.

1st Salary Commission May 1946 – May 1947

President: Srinivasa Varadachariyar

Main features:

• Focused on rationalizing the salary structure after India's independence
• Introduction of the concept of living wage.
• Minimum salary: 55/month; maximum salary: 2,000/month
• Beneficiaries: Around 1.5 million employees.

2nd Pay Commission August 1957 – August 1959

President: Jaganath Das

Main features:

• Focused on balancing the economy and cost of living
• Recommended minimum wage of 80/month
• Introduction of the socialist model of society.
• Beneficiaries: Around 2.5 million employees

3rd Salary Commission April 1970 – March 1973

President: Raghubir Dayal

Main features:

• Recommended minimum salary of 185/month
• Increased pay parity between the public and private sectors
• Resolved inequalities in salary structure
• Beneficiaries: Around 3 million employees.

4th Pay Commission September 1983 – December 1986

President: PN Singhal

Main features:

• Recommended a minimum salary of 750/month
• Focused on reducing pay disparities between ranks
• Introduction of a performance-related pay structure
• Beneficiaries: More than 3.5 million employees.

5th Pay Commission April 1994 – January 1997

President: Justice S. Ratnavel Pandian

Main features:

• Recommended minimum salary of 2,550/month
• It is suggested to reduce the number of salary scales
• Focused on modernizing government offices.
• Beneficiaries: Around 4 million employees.

6th Salary Commission October 2006 – March

Main features:

• Introduction of pay bands and pay by grade
• Minimum salary: 7,000/month; maximum salary: 80,000/month
• Performance-related incentives
• Beneficiaries: Nearly 6 million employees.

7th Salary Commission February 2014 – November 2016

Main features:

• Minimum salary increased to 18,000/month; maximum salary
• 2,50,000/month
• Recommended a new pay matrix instead of the grade-based pay system
• Focused on allowances and work-life balance
• Beneficiaries: More than 10 million (including retirees)
