President Donald Trump promised a wave of executive action on day one — and he delivered. But what decrees did he sign and what do they do?
With his first rounds of memorandums and executive orders, Trump repealed dozens of actions by former President Joe Biden, began his crackdown on immigration, withdrew the United States from the Paris climate accords and sought to keep TikTok open in the United States, among other actions. He also pardoned hundreds of people for their roles in the January 6, 2021 attack on the U.S. Capitol.
However, the effective implementation of this program is expected to encounter legal and logistical challenges.
Here's a look at some of Trump's initial actions and future plans:
What is a decree for?
According to the Administration for Strategic Preparedness & Response, executive orders “are issued by the White House and are used to direct the executive branch of the U.S. government.”
They “have the force of law” and are “issued in connection with a law passed by Congress or pursuant to the powers granted to the President in the Constitution.”
What does grace mean?
According to the Department of Justice, “a pardon is an expression of forgiveness and can help eliminate some of the consequences of a conviction.”
They may be granted by the president to any person who has been convicted in a United States district court, the Superior Court of the District of Columbia, or a military court-martial.

The economy and TikTok
Trump signed a largely symbolic memorandum that he described as directing every federal agency to combat consumer inflation. By repealing Biden's actions and adding his own orders, Trump is easing the regulatory burden on oil and natural gas production, which he promises will lower the costs of all consumer goods. Trump is specifically targeting Alaska to increase its fossil fuel production.
On trade, the president said he plans to impose 25% tariffs on Canada and Mexico starting Feb. 1, but declined to elaborate on his plans to tax Chinese imports.
Trump also signed an order to suspend Congress' ban on TikTok for 75 days, during which time the president said he would seek a U.S. buyer in a deal that could protect national security interests while leaving the popular social media platform open to Americans.
America first
As he did during his first administration, Trump is withdrawing the United States from the World Health Organization. He also ordered a comprehensive review of U.S. foreign aid spending. Both moves are part of his more isolationist, America-first approach to international affairs.
More symbolically, Trump planned to sign an executive order renaming the Gulf of Mexico, making it the Gulf of America. North America's tallest mountain, now known as Denali, will revert to Mount McKinley, its name until President Barack Obama changed it. And Trump signed an order that flags must be at full height on every future Inauguration Day. The order came because the death of former President Jimmy Carter had prompted flags to be flown at half-staff. Trump demanded they be moved up Monday. Another Trump order calls for promoting beautiful federal civic architecture.
Immigration and national security
Trump reversed several immigration orders from Biden's presidency, including one that limited deportation priorities to people who commit serious crimes, are considered threats to national security or have been arrested at the border. This returns the government to Trump's first-term policy that anyone living in the country illegally is a priority for deportation.
The president has declared a national emergency at the U.S.-Mexico border and plans to send U.S. troops to help support immigration agents and restrict refugees and asylum.
Trump is trying to end birthright citizenship. It is unclear, however, whether this order will survive the inevitable legal challenges, since the right to citizenship is enshrined in the U.S. Constitution.
He temporarily suspended the U.S. refugee admissions program, pending a review to assess the public security and national security implications of the program. He also pledged to revive a policy that forced asylum seekers to wait at the Mexican border, but officials have not said whether Mexico would accept migrants again. And Trump is ending CBP One, a Biden-era border app that allowed legal entry to nearly a million migrants.
Meanwhile, on national security, the president has revoked all active security clearances from a long list of his perceived enemies, including former Director of National Intelligence James Clapper, Leon Panetta, former CIA Director and Secretary at Defense, and his own former head of national security. advisor, John Bolton.
Climate and energy
As expected, Trump signed documents that he said would formally withdraw the United States from the Paris climate accords. He took the same step during his first term, but Biden reversed this decision.

Restructuring the federal bureaucracy
Trump ended hiring in the federal government, except for the military and other areas of government that remained anonymous. He added a freeze on new federal regulations while he builds his second administration.
It officially empowered the so-called Department of Government Effectiveness, headed by Elon Musk, the world's richest man. Ostensibly an effort to streamline government, DOGE is not an official agency. But Trump appears willing to give Musk wide latitude to recommend cuts to government programs and spending.
Diversity, Equity, Inclusion and Transgender Rights
Trump is rolling back protections for transgender people and ending diversity, equity and inclusion programs in the federal government. Both of these changes constitute major shifts for federal policy and are consistent with Trump's campaign promises. A decree declares that the federal government would recognize only two immutable sexes: male and female. And they are to be defined by whether people are born with eggs or sperm, rather than their chromosomes, according to details of the upcoming order. Under the order, federal prisons and shelters for migrants and rape victims would be segregated by sex, as defined by the order. And federal taxpayer dollars could not be used to fund transition services.
A separate order ends DEI programs, directing the White House to identify and end them within the government.
Others
Trump signed a sweeping execution order on the death penalty, directing the attorney general to take all necessary and lawful steps to ensure states have enough lethal injection drugs to carry out executions.
Trump wrote that politicians and judges opposed to capital punishment have defied and subverted our nation's laws.
A moratorium on federal executions had been in effect since 2021, and only three defendants remain on federal death row after Biden converted 37 of their sentences to life in prison.
Who did Trump pardon?
As he repeatedly promised during the 2024 campaign, the president on Monday evening pardoned about 1,500 people convicted or criminally charged in the Jan. 6 attack on the U.S. Capitol, as Congress was meeting to certify Biden's victory over Trump in 2020.
Separately, Trump ordered an end to federal prosecutions of political opponents of the Biden administration, i.e. Trump supporters. He said Monday he would end the militarization of federal law enforcement, but his actions appeared targeted only to help his supporters.
Who did Biden pardon?
Joe Biden pardoned his siblings and their spouses as he left the White House on Monday – the surprise end point in a series of unprecedented presidential actions by the Democrat, known as an intuitionist during his half-century in policy.
Biden explained that his family had been subjected to relentless attacks and threats, motivated solely by the desire to harm me through the worst form of partisan politics.
Unfortunately, I have no reason to believe that these attacks will end, he said as his presidential term drew to a close.
Biden also pardoned Dr. Anthony Fauci, retired Gen. Mark Milley, members of the House committee that investigated the Jan. 6 attack on the Capitol and allies targeted by Republican President Donald Trump. He was sworn in on Monday.
